Commercial Property Owner within the City of Bremerton with a commercial building containing 11 small businesses and two residential rental properties. I am told it will get better. Last year I called 911 over 50 times with issues involving the clients of the Kitsap Rescue Mission and Salvation Army — what's the average 911 cost? Now multiply that by 50 and over - WOW Businesses in the commercial property called over 10 times with issues from the Kitsap Rescue Mission and Salvation Army clients Is it my job to have to monitor and protect my properties from the Salvation Army and Kitsap Rescue Mission clients? If so, who do I submit the invoice to for the hours doing this work? If the Kitsap Rescue Mission and Salvation Army were for profit organizations (like bars, restaurants, apartment buildings etc.), the City of Bremerton would have shut them down as nuisance properties a long time ago. And yet these not for profits remain open absorbing an enormous amount of the city's resources. Why is this? Don't get me wrong. On my late night walks I see the people sleeping safe in a warm shelter and I am thankful that they can rest without the fear of robbery, rape, assault and whatever else happens to these people in their daily lives. I thank God that we as a caring people can do this for those who need our help. But then some of these people believe they can disrupt our businesses, steal, destroy property, not use the trashcans but just drop their trash anywhere, pee and poop wherever they want — you know disrespect our city and the businesses, property owners and citizens. It is my belief the Salvation Army and Kitsap Rescue Mission are enabling their clients to show this disrespect of our city and commit crimes — similar to the felony crime I have told you about in a letter and a response to the Mayor's e-mail. It is my belief the Salvation Army and Kitsap Rescue Mission must take the lead in this fix. They must stop harboring criminals, work with the public, city and law enforcement. Also the lip service provided to the city and law enforcement must stop. On Friday 22 December between 4;30 pm and 5 pm a homeless person entered my building on 5`h Street and staged material by the front door for removal (theft). At 5 pm, he exited the building with a vintage family Amkheirloom barometer as shown on the camera surveillance system, The police were called and responded to the theft. Case number B17-009553 applies. Since the barometer is almost 3 feet long and would look out of place with anyone that was carrying it, I went to the Salvation Army Friday night in hope they would help me (they see things during the check-in process). They listened to my pleas but did not help, The next morning I would talk with one of the homeless people who knows vintage antiques and he told me he saw the barometer at the Salvation Army that night. The person claimed it was a "family heirloom". I would also talk to Major Ramsey Saturday morning who offered no help. Unfortunately my security guy has terminal cancel so it took me several days to obtain a picture of the individual. Once obtained it was e-mailed to the police. I also went to the Kitsap Rescue Mission to get their e- mail so I could send a copy to them. They informed me they would do nothing to help me as they are not the judge and jury. 1 left dishearten but returned and tried once more. They informed me they provide a sanctuary for all and will not help me in my efforts to find the individual who stole my barometer. In other words they HARBOR CRIMINALS. I took long walks, at all times of the day and night, from 22 December to 1 January looking for the person. I connected my network with my friend's networks to discover clues and find this person. One of the people in the network was on the streets at age 12 and told me all about this person. With this information, I soon found out he was bothering other businesses as well. His story was he was from San Juan and displaced by the hurricanes, could you give hire money. -o•..On January 1", around 6 am he approached me on 4`" Street and asked for money. I called the police, Followed him through the streets of Bremerton for a good 10 minutes until the police showed up and arrested him. He admitted to stealing the barometer. Since the Salvation Army and Kitsap Rescue Mission are "not for profits" (501C3). Since a majority of the police and fire efforts are spent with these organizations who pay no taxes to support this assistance. Since they provide service to roughly 100 people in a city with a population of 38,500 people. Since both agencies believe they are sanctuaries and can harbor criminals. RESPECTFULLY RESPECT BOTH ORGANIZATIONS BE SHUTDOWN AS NUSANCE PROPERTIES. WHEN BOTH ORGANIZATIONS SHALL AGREE IN WRITING TO ASSIST BUSINESS OWNERS, POLICE, OTHERS IN OBTAINING INDIVIDUALS WHO HAVE ALLEGEDY COMMITTED A CRIME WITHIN THE CITY LIMITS, THEY WILL BE RE -CONSIDERED TO START OPERATION WITHIN THE CITY LIMITS OF BREMERTON. I find it hard to conduct business within the City of Bremerton when two organizations provide homeless a place to sleep, provide breakfast, provide lunch and provide a day room when some but not all of these individuals are criminals, conducting trespassing and theft of local businesses (and maybe more heinous crimes) with the knowledge the Salvation Army and Kitsap Rescue Mission will protect them. Isn't harboring criminals also a crime? I have more to say on this issue but cannot cram all of it in 3 minutes. I need your help in making this issue go away. Corporal Schaeffer who arrested the thief and I have talked over his cell phone at least 4 times since the arrest. l keep him informed of what I find out. He provides guidance and tells me if I ever feel I am in danger to call 911. I am not sure what is in the police report. I have told both Corporal Schaeffer and the original police investigator (Officer Joshua Stottlemyer, #444) my concerns with the Salvation Army and Kitsap Rescue Mission and their attitude to protect the criminal element in the city because they don't ask - they are just there to bath, feed, and provide sleeping arrangements regardless of what the person does when they are not in their care. I remember about 1.5 years ago a visit I had to the Kitsap Rescue Mission. The CEO (the guy with the pony tail) explained to me how he has a book of pictures of individuals not allowed in his facility (weekly meetings with the BPD) for updates. He opened up to one page and told me this woman is not allowed in here for 3 months. A volunteer walked by hearing this and said "she is in here right now". So much for the book of people not allowed in his facility, He quickly made me leave the building. In my opinion, he provides "lip service If you represent the City or Police, he tells you what you want to hear. As soon as you leave, it is back to normal - he provides services to all regardless if you are a criminal or not or is in his "book of pictures Just lip service. This was recently confirmed by his second in command when I went in trying to e-mail a picture of the person who stole the barometer. The second in command told me the Kitsap Rescue Mission is not the judge and jury of the people they served. I tried to explain, but obviously failed, that I don't want Kitsap Rescue Mission to be the judge and jury that is why the City of Bremerton and State of Washington have a JUDICIAL SYSTEM. I just wanted them to inform the police if that person was their using the facilities so he could be questioned about the crime or in this case since I have a video of him conducting the crime, an arrest. The City continues to fall into this trap constantly. The Salvation Army invites all of you (Mayor and Council) to their facilities and impress you, feed you lunch. I guess you don't understand, the problem is when these people are on the streets disrupting business, causing businesses to pick up their trash and bodily waste. It is not what the Salvation Army DOES but it is what they DON'T DO for almost 10 hours a day when the shelter is open (December to March) and 22 hours a day (April to November) when the shelter is closed. In my humble opinion, all the homeless get a "free you're okay pass As soon as they get a no trespass .981 citation, conduct a crime (you know become a problem to our city) etc. the "free you're okay pass" is revoked and the services offered by the Salvation. Army and Kitsap Rescue Mission are no longer available. In other words, respect the City of Bremerton and you can eat, shower and sleep there for free in the appropriate not for profit organizations.
