Spencer Phone: (360) 473-5283 SUMMARY: At a City Council Study Session on October 11, 2017, the Administration presented information regarding the upcoming State law affecting Tax & Licensing (Implementation 2018). In summary, the Washington State Legislature passed EHB 2005, which became effective July 2017. The bill seeks to improve the business climate in the state by simplifying the administration of municipal business licenses. The law requires cities to partner with either the State Business License System (BLS) or FileLocal. During the info -only briefing the Council agreed with the Administration that it would be beneficial to the City to partner with FileLocal to implement the new State Law requirements. The City Council agreed that the 2018 Budget should include $40,000 (a preliminary cost estimate) for this implementation. The attached subscriber agreement implements the partnership with FileLocal ATTACHMENTS: 1) Subscriber Agreement between the Washington Multi -City Business License and Tax Portal Agency (known as "FileLocal') and the City of Bremerton; 2) 2) Exhibit A (Yearly Costs); and 3) 3) Exhibit B (Agreement with Bellevue, Everett, Seattle, and Tacoma) FISCAL IMPACTS (Include Budgeted Amount): The total cost for 2018 is $51,046. The 2018 cost is comprised of $9,000 one-time onboarding costs for Bremerton -specific code requirements and $42,046 2018 subscriber fees. The ongoing annual subscriber costs are described in Exhibit A and are anticipated to decrease annually.
