SUMMARY: The East Park Outfall reconstruction project was completed in September of 2017. The
work included removing beach armoring and placement of beach gravels to restore the beach.
Recent rains have caused significant erosion which is jeopardizing an existing sewer main and the
storm water outfall itself. Public Works has applied for emergency permits from the Army Corps of
Engineers, WDFW, and the DNR. This Resolution declares the emergency conditions, and
authorizes the Mayor and the Mayor's designee to execute the necessary contracts to expedite the
stabilization of the beach and protect the sewer main and storm water outfall.
