SUMMARY: The City has been awarded a $1,754,348 Safe Routes to Schools grant to design and
construct sidewalks along Harlow Drive from Carr Boulevard to Kitsap Way. The sidewalks are
generally 10 -ft wide along the west side of the roadway. The total project cost is $1,764,348; the
City's cost is $10,000. The grant is in WSDOT standard form (Project Prospectus and Local Agency
Agreement or LAA) with their standard terms and conditions. The LAA for design is attached; the
LAA for construction will be received upon WSDOT approval of the design.

FISCAL IMPACTS (Include Budgeted Amount): The project is inctuded in the 2017 budget for
design, and is proposed to be included in the 2018 budget for construction. The grant funds all but
$10,000 of the project cost. ,

RECOMMENDED MOTION:
Move to approve Local Agency Agreements with the Washington State Department of Transportation
for the Kitsap Lake Elementary Safe Routes to Schools Project; and authorize the Mayor to finalize
and execute the agreement with substantially the same terms and conditions as presented.
