SUMMARY: Staff advertised a Request for Statement of Qualifications to assess the condition of the
City's roadways and sidewalks in support of the City's Pavement Management Program. Data
collected from these assessments will be used to inform and assist in the prioritization of
improvements for both the City's ADA Transition Plan, along with maintenance, preservation and
capital improvements for residential, collector and arterial streets. This data is necessary to quantify
necessary work along with maintaining the City's eligibility for preservations grants going forward. As
identified in Exhibit A, the work will be authorized in phases, with 2017 authorization for the sidewalk
assessment (maximum expenditure of $60,000), and the pavement assessment (balance contract)
authorized in 2018.

FISCAL IMPACTS (Include Budgeted Amount): The work will be authorized in phases. The
Sidewalk Assessment will be authorized in 2017 at $60,000, and the Pavement Assessment will be
authorized in 2018. This work is included in the 2017 budget, and the proposed 2018 budget.

RECOMMENDED MOTION: -
Move to approve the Professional Services Agreement with IMS Infrastructure Management Services
not to exceed $120,995.00 for the Pavement Management- Program and Sidewalk Condition
Assessment; and authorize the Mayor to finalize and execute the agreement with substantially the
same terms and conditions as presented.
