BRIEFINGS & FULL PRESENTATIONS 1. Emergencv Justification for Public Coating Repairs to Reservoir No. 21 - Ned Lever, Managing Engineer, explained that Reservoir 21 is a 3 million gallon steel potable water reservoir located in N.A.D. Park. The exterior of the reservoir was coated this summer. Staff recently discovered that portions of the interior coating are failing, including the bottom 10 feet around the side shell and the six center columns. This is a critical reservoir at the W256 Zone since it provides water during fire emergencies to the Navy Hospital and John D. Hawk Elementary School. The repairs must be made before the reservoir can be put back in service, and must be expedited since the coating insulation is temperature sensitive. The repair work is being sole -sourced; sole source justification is attached. The contractor (Sabelhaus) is familiar with the reservoir interior conditions and can mobilize to perform the repair work immediately. The City received a quote from Sabelhaus West in the amount not to exceed $100,000, which includes sales tax. The condition of the Reservoir's interior was unforeseen and beyond the .control of the City; and having the Reservoir out of service presents a real immediate threat to the proper performance of an essential function of the City. There were no comments from the public... 07:16:24 (Davis/Daugs) Move to adopt the findings set forth in both the Council Summary and Emergency Justification Memorandum; approve the Public Works Agreement with Sabelhaus West for the Reservoir 21 — Interior Coating Repair in the amount not to exceed $100,000 (which includes sales tax); and authorize the Mayor to finalize and execute the agreement with substantially the same terms and conditions as presented. Motion was approved unanimously... City Council Study Session Minutes Wednesday, October 11, 2017 Page 2 of 2 2.
