This would include both increased singled family development and. multi -family development as proposed. The action of issuing building perm.its.for this development would be a positive factor leading toward future development of this neighborhood. It is not known the degree to which*these actions would enhance the possibilities of future development. As a result of the foregoing findings'",it-is the opinion of the staff that the action of issuing a building permit..would result in environmental effects which are not significantly adverse and therefore, an Environmental Impact Statement, will not be prepared. WW-ORGE PLES -ITR lanni g Director 0 Enviroi-oriental Assessment 53 -Unit Olt:i-Family }lousing Project -2- Should surface drainage from roofs or parking areas be allowed to enter the stream, dokvnstream water quality would be reduced. Adequate storm sewer is available at Pine and Sheridan; utilization of this facility would eliminate potential storm water pollution of the stream. The development plans indicate that the Ss unit will be located in 5 two- story structures. All the units are oriented to the.view to the west. The area to the south and .east of the small stremm is shown to be undeveloped. Initially about 4S96 of the site will be cleared for the construction of roads, buildings and ,)arhing facilities: About 250 of this developed area will be relandscaped for a total loss of about 33% of the vegetative cover. Numbers of people in the neighborhood will increase by approximately 96. This figure is based cn 1973 average household size for miulti-family structures of: 20 or more units in this neighborhood. This would mean in approximate 3% increase in the total population of the neighborhood. The most recent data available indicates that between . 35 and .39 school_ age children can be expected to occupy each two Wroom apartment. The proposed complex contains 21 one -bedroom and 32 two- bedroom: units. If the two bedroom average is applied to all 53 units, the resulting number of school age children would be less than 21. This nt: ber of: children distributed over the 1.2 years of public education, does not indicate any adverse effects to be felt by the local school system as a result of the proposed. action, Traffic characteristics within the neighborhood and particularly on Sheridan Road will be altered with addition of 53 aparment units. At present, the average daily traffic count on Sheridan- road, 'adjacent to the subject property, is approximately 3800 veh:i_cics a. day. To determine the impact of the proposed on the traffic pattern, a comparison has been made beti-ieen single far.i:i.ly development and the 5:, unit. complex. The averao e rn, mber of trips taken per day per 'dwelling unit is S. A trip is considered to be the going from one poi. -it to another point. Thus, weekly grocery shopping would involve two trips; one from home to the grocery store, and a second from the grocery store back i,_ome. Single family developmentof this site would ronult :in daily traffic counts on Sheridan Road of approximately 3940 vehicles. The multi -family development., as proposed, ivould result in 4065 vehicles daily passing this point on Sheridan Road. The percentage difference in the impact of multi -family development over single family development is 3%. Considering a 14 hour day in which the greater majority of traffic occurs, the difference between s1ngh, family and multi -family developT:ent of the property would he that less than 10 more trips per hour are generated by the multi -family developirent. This level of increase is insignificant. Sheridan Road is scheduled for improvement :in 1975--76, as indicated on the City's Sit Year Construction Plan for Streets and. Ay terials. CORP. BUILDING PERMIT This property was apparently stripped of all vegetation approximately 10 to 15 years ago. The vegetation has progressed beyond the grass stage and into the deciduais stage. The final stage would be the coniferous, and is still far in the future. The predominant specie of trees in the area are Alder, with a lesser number of Vine Maple and Big Leaf Maple.. A few Madrona, Fir and Cedar Str@es are also found. The understory is composed mostly of fern, Oregon Grape, alal and a few Huckleberry. There are also some small.cedar trees, approxi- mately six to ten feet high. Those shrubs such as Red Willow, Thimbleberry, Salmonberry and Currant are lacking. In the lower, southwestern corner of the property is some Blackberry and Scotchbroom.. Walking through the area, no wildlife wad encountered, with the exception of one Winter Wren. Although additional field trips would be required to make a valid determination of the presence or absence of wildlife, the nature of the habitat would not indicate the presence -of, -large numbers of individual species of birds or animals. Stephenson Canyon Park, one of the largest parks in the City of Bremerton, and which is in its natural state, is approximately two blocks away from the subject site. Therefore, it is presumed that the vast majority of the birds and animals in this particular area inhabit that park, rather than the woodland where the apartment houses are proposed to be constructed. With such a large natural park close by, the removal of the habitat would not have a great impact on the plants and animals within the general area because they can easily move to Stephenson Canyon Park. A stream runs diagonally across the eastern half of the subject property, in a north/south direction. The stream originates in a small pool at the northern end of the property and there cascades down the sloping terrain following -the base of a steep gulch. As proposed, the stream would be an attractive landscape feature for the proposed project and future residential. development to the east. The land uses in the surrounding area are generally residential.. To the east of the subject property is a large acreage containing one dwelling unit, and beyond that a row -of houses along McClain Avenue. To the west of the property is one dwelling unit on Sheridan Road and another dwelling unit along the western border rear the northern part of the property. This dwelling.is"served'by-a dirt drive coming from Pine Road. To the south, across Sheridan Road, are four dwelling units. On the corner of Sheridan Road and Pine Road is a small neighborhood grocery store. Generally, the type of housing to the south is that which was constructed as temporary housing during World War II. To the north of the property, the land is vacant until you reach the site of the Armin Jahr school. The soils in the area are such that they would support heavy buildings with- out any hazards. To the north of the property, however, is an area of muck, which is probably the source of the water in the creek. JARSTAD FRED S. SCHONEMAN MAYOR AND COMMISSIONER COMMISSIONER OF PUBLIC HEALTH AND SAFETY OF PUBLIC WORKS AND UTILITIES ROBERT B. STEWART June 11 1975 G. C. YEADON, SR. COMMISSIONER CITY CLERK OF FINANCE AND ACCOUNTING AND PURCHASING AGENT Building Department City of Bremerton Re: Letter of Approval Property Holding & Development apartment complex at 620 Sheridan Rd. The proposed apartment complex will have 53 apartments on the 5.9 acre site. Approximately 55% of'the site will remain in outdoor livability space free of buildings, parking or roads. The average dwelling unit density is approximately 9 dwelling units per acre, or 4500 square feet per dwelling unit, which is the minimum area per dwelling unit required in the R=1 district of the zoning ordinance. The Comprehensive Plan as adopted by the Sheridan.Neighborhood Planning Committee has designated this area as a rural environment. The environment immediately south of Sheridan Road and adjacent to this site is in the urban environment. Both areas lie within a residential land use category. There is no definite line where one environment ends and another begins, but rather there is a transition area between environments which would have the characteristics of each of the environments. An apartment structure built at the normal R-1 residential density creates greater common open space than would be possible if' the area were platted out in lots and single family dwellings built on each of these lots. Therefore, this gives us urban density and still creates the openness that is a requirement of the rural environment. With multifamily structures, a larger proportion of the natural vegetation will be left undisturbed. Approval is hereby granted in accordance with Section 328.2 of the Zoning Ordinance #1792 under the following conditions: 1. The approval is based upon the site plan as submitted and dated March 15, 1975 and as amended by the plan dated June 4, 1975. 2. Outlet grease & oil traps be placed at points where storm drainage enters the stream. 3. The face of the fill crossing the stream should be replanted with indigenous vegetation. HOME OF THE PUGETi SOUND NAVAL BASE AND SHIPYARD r Building Dept. City of Bremerton (P.H.D. Approval) -2- June 11, 1975 4. Clearing shall be limited to roads, parking and building locations, except where selective clearing would improve views. 5. The fire return shall be blocked to normal traffic. Three letters of opposition were received and two parties came to the Planning Department to review the plan. r, cc: City Attorney P.H.D. All these departments voiced approval to the plans as submitted to the Building Department, however -the Engineering Depart- ment will require a sewer easement and fulfillment of the similar conditions as those placed on the first 53 unit phase. An apartment structure built at the R-1 residential density creates greater common open space than would be possible if the area were platted out in lots at the same density and single family dwellings built on each of these lots. Fasteners must penetrate the rough framing by a minimum of 1 ". Place fasteners at the upper and lower jamb ends (within 6" of sill and head) and in a continuous manner every 14". Do not over -tighten fasteners. For fixed windows: Fasteners must be placed every 14". For slider windows: Fasten at the meeting stiles. For hung windows: Fasten at the meeting rails. IMPORTANT: Especially for hung and casement style windows, the jambs must be installed straight and not bowed. The vertical reveal between the sides of the sash(es) must be even between the frame jambs and the sash(es) the entire length from top to bottom. If the frame is installed bowed, it will impede the movement of the sash(es). For Bryn Mawr 11 double -hung windows: Installation screw heads must be flush with balance pocket wall for clearance of balance mechanism of hung windows. 11. Again check that the jambs are straight and the window is square and level in the opening. Shim and fasten at the head. Do not bow the frame. 12. Cover the installation holes with high-performance sealant and tap in the installation hole covers, see drawing A. This step is not necessary for Bryn Mawr II with a weep pock- et in the sash track. 13. Insulate the gap around the window between the replacement window frame and the existing opening. CAUTION: To insulate, pre-cut strips of fiber glass insulation are recommended. If using spray -in type foam insulation, use only non -expanding professional grade with a trigger spray gun. Do not over pack; this will cause the frame to distort causing operating and performance problems. For Bryn Mawr 11 double -hung windows: Remove shipping clips. 14. Apply a corner bead of sealant around the entire replacement window frame where it meets the interior extension jamb or drywall return; tool the bead smooth. For more information on interior and exterior trimming out, refer to Section 21, Finishing. Exterior Interior d ° ° d Sealant Adhesive New Fastener Masonry Wood Sealant Frame With frame and sash removed - concrete masonry or masonry veneer Determine first if the wall type is concrete masonry or masonry veneer. If the wall is concrete masonry, a few extra steps must be taken in addition to the general rough framing type installation. 1. With the frame and sash of the old window removed, there should be an exposed wood stud frame around the rough opening to which the old window was fastened, drawing A. Examine the wood stud frame for damage, cracking, moisture damage, dry rot, etc. If there is damage to the framing, com- pletely remove it and replace it with new stud framing. 2. If the existing wood stud framing is not damaged, it can be used to install the replacement window. Place a bead of masonry sealant to the exterior perimeter of the stud framing where it meets the concrete. Be sure that there is a good seal. 3. If the wood stud frame around the rough opening is damaged, completely remove it. If there is no wood stud frame surrounding the old window, then one must be installed. Remove all of the debris on the surface of the concrete masonry rough opening and install a new wood stud frame around the perimeter of the rough opening. A wood stud frame is usually 2" x 4" construction (drawing B), but the width dimension is up to the installer. Be sure the width dimension is thick enough for the attachment of the replacement window fasteners. 4. The new wood stud framing must be sealed against the concrete masonry rough opening using masonry adhesive sealant. Place a generous bead of masonry adhesive sealant around the perimeter of the concrete rough opening where the wood framing will be seated. 5. Place the wood framing into the opening over the adhesive sealant. Seat the wood framing into the adhesive sealant, making sure of a good seal. 6. Fasten the wood framing to the concrete masonry with ram set nails or concrete masonry screws long enough to pene- trate the concrete by a minimum of 1 ", drawing B. 7. Place a bead of masonry sealant: to the exterior perimeter of the stud framing where it meets the concrete. Be sure that there is a good seal. 8. The replacement window is ready for installation. Follow instructions for your window style installation into a rough opening with, the frame and sash removed as described in the previous section.
