The contract was initiated due to challenges of staff recruitment (vacancies) and continued assistance is needed with plan review services until the open Building Development Specialist (BDSIII) position is filled. Additionally, some plans submitted for permitting require structural engineering plan review that the City staff is not licensed to evaluate. SAFEbuilt provides these specialized engineering services. This structural engineering review would be on an as-needed/required basis: In 2018 Community Development is proposing an amendment to our fee schedule to collect revenue to off -set this cost. This contract modification allows the City to fulfill the current building standards for engineering review and prevent a back -log of plan reviews during heavy volumes and/or staffing shortages by creating an on-going service agreement with SAFEbuilt. The annual maximum compensation is not to exceed $60,000. ATTACHMENTS: Contract Modification #1 between the City of Bremerton and SAFEbuilt Washington, LLC; The original Professional Services Agreement between the City of Bremerton and SAFEbuilt Washington, LLC FISCAL IMPACTS (Include Budgeted Amount): The motion proposes to amend the 2017 Community Development budget as follows: Reduce the Building Personnel Expenditures by $75,000 and increase the Building Professional Services Expenditures by $75,000 due to position vacancies.
