HomeMy WebLinkAboutPOLICE OFFICERS GUILD, MOU 7-6-2017 BMEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF BREMERTON AND THE BREMERTON POLICE OFFICER'S GUILD Specialty Unit: General Investigations Unit (GN), Special Operations Group (SOG), Traffic, School Resource Officer (SRO), any other future Unit that may/could be added outside regular Patrol Operations. Specialty Unit Member (SUM): Sergeant, Corporal, or Officer of a Specialty Unit. This Memorandum is drafted to address situations in which a SUM is rotated back to the Patrol Division. If a SUM is rotated out of a Specialty Unit prior to the January bid (generally September 1), the SUM shall have the opportunity to bid for his/her color and shift of choice based upon his/her or her rank and seniority. If the SUM is rotated out of a Specialty Unit prior to the July Shift bid (generally March 1), the SUM shall have the opportunity to bid for his/her shift of choice, based upon his/her rank and seniority, as the SUM will replace or fill the open slot on whatever color is open and remain on said color for the remainder of the year until the following January bid. In the event a SUM is rotated back into patrol for whatever reason, the SUM will fill the open slot. Example, Blue Swing Shift has any opening, that SUM will fill that position for the remainder of that shift bid. When the next bid cycle is up, the officer will now be able to bid based upon his/her rank and seniority on Blue only until the January bid. In the event there are two color slots open, one on either color when the SUM is rotated back into patrol, the SUM shall have the choice of colors. If the rotation happens to fall upon a bid (More than likely the July bid), that particular bid will be treated as if it were a January bid cycle. Otherwise, the SUM will chose the color of their choice and fill one of the open slots. If the SUM is rotated back into patrol prior to the January or July shift bid, or if shift bid is currently in process, and the SUM has not yet been passed over (based upon their rank and seniority), he/she shall be given the opportunity to bid. If at all possible the Command Staff will attempt to make selections and/or decisions regarding the movement of SUMs in an effort to avoid disruption of the bidding process (inform both the SUM as well as the Patrol Lieutenant in charge of the bidding process, of the SUM's rotation back to patrol). Exceptions can be made in the event an officer has an emergency (family care, medical needs, etc.), in which the aforementioned process may be deviated. These issues shall be brought to the Officer's Sergeant and Patrol Lieutenant as soon as possible so as to work them through. The Administration will attempt to accommodate the Officer as best they can, but the intent is not to manipulate, or disrupt the normal shift bid process.
