Drinking Water Week is an annual nationwide celebration of our most remarkable natural resource. During this week, the American Water Works Association and water systems throughout the country will celebrate water by highlighting the ways water consumers can get to know their H2O. "Drinking Water Week is an opportunity to focus on the importance of water, which is too easily overlooked," said Bremerton Water Resources Manager Kathleen Cahall. "A safe, reliable water supply is essential to the success of any community. In addition to keeping us healthy, water also supports the economy, provides fire protection, and provides us with the high quality of life we enjoy." 2017 is an especially important year for Bremerton to celebrate water as the water system is commemorating 100 years of service to its customers. Additionally, Bremerton has been recognized by the American Water Works Association for a 2017 Exemplary Source Water Protection Award. To observe this occasion, Bremerton is: ♦ Presenting an exhibit at the Kitsap history Museum at 280 4th Street in downtown Bremerton from April — September" From a Visionary past to an Inspired Future —100 Years of Bremerton Water. ♦ On Wednesday May 10 there will be a "free day" at the Kitsap History Museum with a free water bottle to the first 50 Bremerton water customers who visit the museum that day. ♦ Giving away conservation items and information at the Norm Dicks Government Center Lobby and at the Bremerton utility billing counter at the 100 Oyster Bay Avenue Facility • Inside Bremerton in May on BKAT will highlight Bremerton Water's 100th Anniversary. ♦ Updating the annual drinking water quality report on the City's website at www. BremertonWA.gov/drinkingwaterre ort ♦ Celebrating our great showing in the April national Wyland Foundation Mayor's Water Pledge at www.mMaterpledge.com As of this writing Bremerton is currently #2 out of hundreds of cities. The pledge runs through April 30. For more than 35 years, the American Water Works Association and its members have celebrated National Drinking Water Week — a unique opportunity for both water professionals and the communities they serve to join together to recognize the vital role water plays in our daily lives. u }t n> i u4 .., ., .,, w or t. l Oo. V W 00 c O or V 00 c E w E > C: O or > O O N ON O N--"e L- V 4 . CITY of BREMERTON THE CITY OF PRIDE AND OPPORTUNITY STAFF MEMO RE: Chlorine Contact Chambers Painting Proposals Staff requested proposals from six commercial painters from the MRSC small works roster for the stripping and painting of both of the Westside WWTPs chlorine contact chamber walls. The contractors were provided square footage, and the City's requirements for pH and chemical specifications for the contact chambers media. Of the six proposals requested, we received four proposals from the following contractors: Rhizors Painting, Coatings Unlimited, Action Maintenance & Painting and Sabelhaus West. Of the four proposals we eliminated Rhizors Painting as they did not provide the required data on the paint product they would use to cover the contact chamber walls, nor did they provide information on the repair of the cracks on the contact chamber walls. Of the remaining three proposals, Action Maintenance & Painting was the lowest; however, they had the City slated to provide a boom lift for their equipment and to dispose of the blasting debris using a Vactor truck. In addition, Action's quote specified that no warranty would be provided on their coatings. The City requires a one-year minimum warranty in all Public Works Agreements. The lowest acceptable proposal was from Sabelhaus West at a cost of $84,629.01 to strip, clean and paint the chlorine contact chamber walls. 61 s] C O N `a C Q m N CD N Q. The current pump No.1 is a Fairbanks Morse 100 HP dry pit submersible pump, and we are proposing to replace it with a high efficiency 85 HP Flygt dry pit submersible pump from Whitney Equipment Co., Inc. in the amount of $77,560.48, including Washington State sales tax and freight. This will complete the pump upgrades at this station, as we have previously replaced the other two (2) pumps with Flygt pumps. I have reviewed the current pricing and discounts with Whitney Equipment, which are beneficial to the City. The reasoning and intent of Resolution No. 3165 are applicable to this purchase. We still recommend the purchase of Flygt pumps as we have strived to standardize all of the City's pumps with Flygt for ease of maintenance and repair parts. Under the circumstances, it is in the City's best interests to purchase the pumps through direct negotiation, pursuant to BMC 2.76.090 and 2.76.010. ATTACHMENTS: 1) Staff Memo; 2) Proposal from Whitney Equipment Co., Inc.; and 3) Resolution 3165 FISCAL IMPACTS (Include Budgeted Amount): This pump purchase is budgeted through the 2017 WW CIP and has a budgeted amount of $250,000. The total cost for the purchase of one (1) new 85 HP Flygt dry pit submersible pump is $77,560.48, including Washington State sales tax and freight. STUDY SESSION AGENDA: x❑ No Presentation ❑ Full Presentation STUDY SESSION ACTION: ❑x Consent Agenda ❑ General Business ❑ Public Hearing RECOMMENDED MOTION: Move to approve the purchase of a 85 HP Flygt Dry Pit Submersible Pump from Whitney Equipment Co., Inc. in the amount of $77,560.48, including Washington State sales tax and freight; and authorize the Mayor to finalize and execute the purchase with substantially the same terms and conditions as presented. COUNCIL ACTION Form Updated 01/07/15 ❑ Approve ❑ Deny ❑ Table ❑ Continue ❑ No Action MEMORANDUM DATE: April 27, 2017 TO: Procurement File FROM: Chal Martin, Public Works & Utilities Director SUBJECT: Sole Source Determination In accordance with Bremerton Municipal Code 2.76.090, Sole Source Purchases, the purpose of this memorandum is to document the necessity of sole source procurement methodology for the purchase of a Flygt dry -pit submersible pump for pump station OB -1. The City has an extensive, complex sewer collection and transmission system that depends heavily on the 100% availability of 39 remote pump stations. OB -1 is a very important station in this system, and any pump failure at this station during a high inflow event will result in a sewer spill into Sinclair inlet. For efficiency, ease of maintenance, and reliability reasons, the City has established a standard that uses Flygt pumps. Establishing a standard enables the City to save money through reduced inventory, and save money and staff time by virtue of reduced maintenance complications that ensue from operating a system with multiple brands and repair parts. In addition, our staff has extensive experience with many different pump brands and this experience indicates Flygt pumps are durable and reliable. Whitney Equipment of Bothell is the authorized distributer of these pumps. Because the City is a large customer, Whitney equipment provides discounts to the City. I have reviewed the pricing proposed, which I believe to be reasonable and beneficial to the City. Therefore, it is my determination that it is in the City's best interests to purchase the pumps through direct negotiation, pursuant to BMC 2.76.090 and 2.76.010, and that sole source purchase of these pumps is justified for this procurement. CITY OF BREMERTON By:— its:— Date: y:_its:_Date: Approved as to form: Bremerton City Attorney R:\Legal\Legal\Contracts\FORMS\Professional Services Agreement Form (2016).doc Bremerton/ FCS Group Analytical and Technical Support Services Page 7 of 7 CONSULTANT By: its: Date: Attest: City Clerk Exhibit A SCOPE OF SERVICES CITY OF BREMERTON Cost of Service/Rate Consulting Services In 2004 the City of Bremerton conducted a water and sewer rate study that was the foundation for establishing rates for the City's customers and the Puget Sound Naval Shipyard (PSNS). The City began negotiations with PSNS on a number of rate issues in 2005. The negotiations continued into 2008 when the City completed final negotiations with PSNS and all technical issues associated with the calculation of cost -based rates were mutually agreed upon and resolved. A new 10 -year agreement was negotiated in 2008 based on the 2004 original study which was updated to incorporate the resolved issues. The current agreement is due to expire on July 31, 2018. The city has requested a scope of services and budget for FCS GROUP to update the water and sewer cost of service study agreed upon by the parties before the next contract renewal. The methodology used in the current agreement will form the baseline for the 2018 contract renewal discussion. In addition, the City would like to consider additional analysis pertaining to; operational changes and impacts that have been experienced since the last contract negotiations, increased flow; capital cost contributions/sharing, stormwater rates and options for transportation funding/cost recovery. In performing the consulting services requested, we have organized our work efforts into major tasks that correspond with the core technical aspects identified in the City's request. We anticipate the work will be completed in phases. Phase I will update the water and sewer cost of service study including the additional analysis to evaluate changes and provide alternatives. The initial phase will also include issue papers pertaining to stormwater and transportation issues. Phase 2 will include work identified for further analysis based on the Phase 1 issue papers provided. Phase 3 relates to contract negotiation support with PSNS during 2018. We follow a structured method to arrive at conclusions, which enables us to perform the work in an orderly, efficient, and results -oriented manner tailored to match the unique policies, practices and attributes of the City. Phase 1 Task P1-1: Initiate Study Kickoff Meeting: FCS GROUP will participate in a project kickoff meeting with City staff. The meeting will provide an opportunity to review the work scope and schedule, confirm key milestones, discuss data needs, collect key documents, define anticipated deliverables, establish communications and project management protocols, and make any necessary adjustments. We will work with staff to identify the key policy questions to address in the study and the issue papers. This meeting is anticipated to be onsite. Bremerton/ FCS Group Analytical and Technical Support Services Rev 02-16 Page 1 of 8 Task P 1-2: Data Collection/Validation FCS GROUP will provide a data needs list encompassing historical and projected financial, operational, billing and planning information. The provided data will be reviewed, analyzed and validated for inclusion in the study process. Validation of the customer statistics with water production and wastewater treatment plant flows is critical to the cost of service rate study as it forms the basis for how costs are allocated. Task P 1-3: Background Review This task will allow the project team to review past rate setting reports, agreements, documentation and correspondence to gain a better understanding of the issues, approach and methodologies in use. The background information will assist in setting the foundation and framework for the rate -setting process. Task P1-4: Water and Sewer Cost of Service Study This task will focus on updating the current contract agreement cost of service rate setting methodology. The methodology includes a revenue requirement forecast, cost of service analysis and rate design. Tasks will be completed for both utilities unless noted otherwise. Revenue Requirement The revenue requirement tasks include establishing a one year test period and forecast period (number of years to be determined). Key components include: Rate revenue projection (retail and PSNS) Other revenue sources O&M expenses Intergovernmental payments & payment in lieu of taxes (PILOT) Debt service Rate funded capital payments Fund balances (working capital and capital fund) Debt service coverage ratio Escalation factors Cost of Service The cost of service analysis determines the equitable share of costs to the City's retail customers and PSNS. The current agreement uses the commodity/capacity cost of service methodology. The existing methodology will be continued for consistency and compliance with the agreement. Key tasks include: Update of infrastructure assets to most recent year-end. Asset information required includes original cost and accumulated depreciation. The asset information is used to calculate the rate base used in the study. Rate base = original cost — depreciation + plus working capital -contributions in aid of construction. ■ Water assets: Source of supply, treatment, storage, transmission, distribution, pumping, general/administrative. Bremerton/ FCS Group Analytical and Technical Support Services Rev 02-16 Page 2 of 8 ✓ The water utility has a distribution main analysis based on linear feet of installed mains that will require an update to establish the Navy's share of 8" and larger mains. ■ Sewer assets: Collection, pumping, treatment, general ✓ The sewer utility originally had assigned 19.5% of the City's collection system to PSNS based on the committed capacity of the City's wastewater treatment facility. PSNS believed this overstated the use of the collection facilities. During the negotiations this classification was changed to be proportionally allocated based on PSNS volumetric WW flow contribution. We will work with City staff to identify and develop the most appropriate basis of cost allocation that may be different than the current approach. Classification of rate base to cost pools ■ The initial approach will be to update the existing classification approach and identify where any changes in classification are recommended for negotiations. ■ Classification factors will be reviewed to consider changes in operations since the last study. Issues for consideration include increased strength, alternative strength parameters, increased demand/flow, contract capacity and others identified by the City. Develop allocation factors: Water utility allocation factors include: total water flow (reconciled to water production and consumption reports), capacity (average day to peak day), Customer (no. of meters, weighted for accounting/service and meters/service), public fire protection and revenue related. Sewer utility allocation factors include: annual flow, Inflow &Infiltration factor (reconciled to monthly WWTP reports), Customer (billing units, weighted for customer service/accounting), Strength (BOD and SS — PSNS BOD 266 mg/1 and SS 266mg/1) and revenue related. Allocation of rate base ■ The net rate base will be allocated to each customer class identified (city retail, PSNS, other identified by City). The rate base will be used for the rate or return calculation. Classification of expenses to cost pools ■ The initial approach will be to update the existing classification approach for expenses and identify where any changes in classification are recommended for negotiations. ■ Addition of depreciation to the expenses (per agreement and utility basis approach) Allocation of net revenue requirement ■ The revenue requirement will be allocated to each customer class identified. Development of return component ■ The rate base previously developed will be used to calculate a return component ✓ The return is based upon a negotiated formula that includes the cost of debt plus a risk premium of 2.5%. The rate of return is also required to meet various tests that will be updated and calculated. The cost of service will be calculated based on the allocated O&M, return component and additional applicable taxes. A comparison of the present rate revenue to the cost of service will identify the change in rates required. Bremerton/ FCS Group Analytical and Technical Support Services Rev 02-16 Page 3 of 8 Rate Design The fixed and variable rates charged to PSNS is separated into a fixed ($/month) and a variable ($/ccf) component. The initial negotiations appear to have identified what portion of total costs would be targeted for recovery in the fixed and variable charges (water 30% fixed/70% variable; sewer 50% fixed and 50% variable). We will use the initial splits as the baseline and provide a recommendation of how the splits may be changed, if warranted. Task P1-5: Issue Papers To address policy issues related to stormwater rates and transportation cost issues, FCS GROUP proposes the development of issue papers to explore these two areas. We will write a brief issue paper for each of up to four issues. In each paper, we will define and analyze the issue, present alternative solutions (including industry standards and comparable utility practices, if applicable), and recommend a course of action. Possible issue to be covered include: Methods of charging large, special, customers, to include the following: Other agencies practices, precedence and lessons learned (e.g., SeaTac / Port of Seattle, Pierce County / JBLM, Everett, Kitsap County); Recommended industry best practices. Stormwater rate credits and adjustments, to include consideration of the following: Navy individual NPDES permit Credit eligibility Installation of on-site facilities for quantity and quality management; Maintenance of on-site facilities. Transportation impact costs and funding mechanisms. Issue papers and supporting material will be provided to staff for review and comment. Project review meetings will be scheduled to review the findings and recommendations with staff (see meetings below) The results and findings of the issue papers will determine if further analysis in any area will be pursued. The tasks required to move forward with the stormwater rate analysis and credit issue is discussed in Phase 2. We are unable at this time to determine if and what the transportation analysis may be without first completing the research. Task P1-6: Review Meetings Internal review meetings will be conducted with the City staff as the analysis is developed. We anticipate two (2) onsite reviews and two (2) remote reviews with city staff to review the results of the updated water and sewer cost of service study. We anticipate one (1) onsite review and one (1) remote review with the City to discuss the issue paper discuss results, findings and possible next steps. Task P 1-7: Presentations The current agreement with PSNS includes specific agreed upon negotiated terms, approach and methodology that are important for all involved parties to understand. In addition, there may be new areas of negotiation that may result from the updated analysis. It will be important to discuss all of Bremerton/ FCS Group Analytical and Technical Support Services Rev 02-16 Page 4 of 8 these issues with the City Council so they can provide direction on key areas and make an informed decision before beginning the 2018 negotiation process. We anticipate four (4) workshops with the City Council to discuss the results of the analysis, gain policy direction and develop a final recommendation to take forward to contract negotiations. We anticipate two (2) of the meetings will require PowerPoint development and two (2) of the meetings are simply review and only require minor adjustments to presentation material. Additional meetings may be added for a fixed cost per meeting. Task P1-8: Documentation A written report documenting the study methodology, key assumptions, results and recommendations will be provided (to include water and sewer cost of service and issue papers). All technical exhibits will be included in the report technical appendix. Five (5) bound copies of the report will be provided to the City. Included will be one (1) electronic copy of the report, issue papers and water/sewer cost of service models. BUDGET PHASE 1 The total proposed level of effort to complete the Water and Sewer Cost of Service Study and Issue Papers is summarized below. Our normal billing practice is to bill based on time and materials actually expended, not to exceed the total budget. The fee can range significantly depending on if the City would like to complete all analysis and meetings as proposed or select only certain tasks to complete and minimize the number of meetings or conduct meetings remotely. The final budget will depend on the priority of the City at this time. We are willing to work with the City to negotiate the appropriate level of effort for this project, if we have scaled our approach out of line with the City's needs and/or expectations. It should be noted that the process tasks (which represent approximately 38% of the total budget) include meetings, presentations and report development that generally impose a significant additional level of effort. This is an area that the City can minimize and reduce budget or adjust as desired. Phase 2-1: Stormwater Analysis This task establishes the annual revenue requirement for the stormwater utility. A sustainable, multi- year financial management plan will be developed to meet the projected total financial needs of the stormwater utility through generation of sufficient, sustainable revenue. Annual cash flow needs will be analyzed by identifying expenses incurred to operate and manage the system including: ■ Cost increases resulting from staffing changes, enhanced programs or initiatives. ■ Capital project needs (renewal/replacement, upgrades and expansion) ■ New and existing debt repayment obligations. ■ Fiscal policy achievement related to operating and capital reserve targets, system reinvestment funding or depreciation) and coverage requirements. Complete the cost of service analysis in compliance with the current agreed upon methodology for water and sewer as a baseline. The stormwater cost of service will consider base costs (do not vary) and use costs (variable and possible credit eligible). We will incorporate policy direction from the issue papers and availability of customer data into developing rate structure and rate credit options. Up to three rate structure/rate credit alternatives will be developed for the stormwater utility. Meet two (2) times with City staff to review the rate analysis. Task P2-2: Documentation An executive level report will be provided documenting the study process, results, and recommendations for the stormwater study. The report can be a stand-alone document or can be incorporated as a chapter within the greater water and sewer cost of service study report. Task P2-3: Presentations We will prepare for and present findings in up to two (2) meetings/workshops of the full City Council. Additional meetings may be added for a fixed cost per meeting. BUDGET PHASE 2 The total proposed level of effort to complete the Stormwater Analysis summarized below. Similar to the Phase 1 budget, the process tasks (documentation and presentations) are areas that can be refined to meet any budget constraints. PHASE 3 The phase 3 task relates to time required by the project team to support the City in the negotiation process.
