SUMMARY: The contractor constructing the Burwell Tunnel Improvements (Rore Inc.) requests that
Park Avenue be closed from Burwell Street approximately 110 -ft to the north, generally to the end of
the adjacent Navy property in order to complete the tunnel construction. The closure would be 24 -
hours a day starting immediately and continuing through the end of September. The proposed
closure will not impede access to the theater parking garage nor the City's parking lot, and the
sidewalk on the east side of Park Avenue will remain open. Staff have reviewed the proposed road
and sidewalk closure plan and support the requested closure.
RCW 47.48.010 requires the governing body of the City to authorize this closure.

Move to approve a one-half block closure of Park Avenue, from Burwell Street generally to the north
end of the adjacent Navy property to facilitate construction of the Burwell Pedestrian Tunnel
Improvement Project.
