SUMMARY: This Agreement is to have FCS Group conduct analytical and technical support
services related to the utility service contract negotiations with the U.S. Navy. The current contract
was approved in 2008 for ten years and negotiated based on the 2004 water and sewer rate study.
FCS Group was selected as the firm most qualified to perform this work based on its familiarity with
Bremerton's utilities, and because current staff members were involved in the previous contract
negotiations.
ATTACHMENTS: 1) Professional Services Agreement; 2) Scope of Services
FISCAL IMPACTS (Include Budgeted Amount): The 2017 budget for conducting this work is
$150,000 allocated between the two enterprise utility funds -water and wastewater.

RECOMMENDED MOTION:
Move to approve the Professional Services Agreement with FCS Group in the amount not to exceed
$150,000; and authorize the Mayor to finalize and execute the agreement with substantially the same
terms and conditions as presented.
