SUMMARY: The City rejected all bids from the January 31st bid opening, and has re-bid the project.
Bids were opened on April 14, 2017 and 2 bids were received. Massana Construction, Inc. is the
lowest responsive, responsible bidder with their bid of$1,619,296.00. The Washington State
Department of Transportation is required to concur with the City's recommendation to award the
contract; staff have recommended the bid for approval. The contract is in WSDOT standard format
as required for Federal Aid Projects; the complete contract is available for review in the Engineering
Office. The project has three parts; it constructs safety improvements at intersections throughout the
City (Highway Safety Improvement Project), it constructs a ramp adjacent to the Louis Mentor
Boardwalk paid for via an Interlocal Agreement with the Port of Bremerton, and finally it constructs
pedestrian improvements in the vicinity of the State Street Shipyard Pedestrian gate using funds
remaining from the Burwell Tunnel Construction project (Navy Safety Project.)

FISCAL IMPACTS (Include Budgeted Amount): This project is included in the Capital Budget and is
funded by the Highway Safety Improvement and Department of Commerce Grants, along with
funding from the Port of Bremerton related to the Second Street improvements. To award the bid,
additional funding of approximately $81,000 is needed. Funding is available from the Transportation
Capital Improvement Fund.

RECOMMENDED MOTION:
Move to award construction of the Highway Safety Improvements, Phase II and Puget Sound Navy
Safety project to Massana Construction, Inc. in the amount of$1,619,296.00, including Washington
State sales tax, upon receipt of concurrence to award from the Washington State Department of
Transportation; and authorize the Mayor to finalize and execute the agreement with substantially the
same terms and conditions as presented.
