PURPOSE: To establish a partnership between KCDEM, BKAT and KITZ (collectively, "Parties") to provide disaster information to the public in Kitsap County to reduce the loss of life or minimize the suffering before, during, and after an emergency or disaster. 2. AIM: For KITZ to use the facility located at 7266 Tibardis Road NW, Bremerton, Washington ("Facility") as an alternate site to operate and provide critical information to the public before, during and after a disaster in Kitsap County. The Facility is owned by Kitsap County, but is occupied by BKAT pursuant to an Interlocal Agreement dated July 9, 2007. [Kitsap County Contract No. KC -223-07, Bremerton Contract No. 4640] KCDEM seeks to reduce the loss of life and property within Kitsap County attributable to disasters by ensuring that adequate preparedness and mitigation measures and response and recovery mechanisms are established to counteract the impact of natural, manmade and technological hazards. BKAT, a public access television channel operated by the City of Bremerton, and KITZ, a radio broadcasting station licensed to operate in Kitsap County, seek to partner with KCDEM to provide Kitsap County -specific disaster/emergency preparedness and response information to the public. 3. AGREEMENT: The Parties, through KITZ's use of the Facility, desire to provide short- term emergency broadcasting via KITZ AM 1400 to the public in Kitsap County for the purpose of providing life -safety and other essential information to minimize suffering during a County -wide emergency/disaster. It is therefore mutually agreed between the Parties as follows: a. General Areas of Cooperation 1. Within the limits of their resources as well as the laws and practices of Government, KCDEM, KITZ and BKAT shall cooperate in any areas that fall I- KCDEMAUTZBKAT MOU within their objectives as specified in this MOU, or as may be agreed from time to time which shall include but not be limited to those set out in any amendment to this MOU. 2. This MOU shall operate without prejudice to any agreements that may exist between the respective parties and third parties. b. Respective Responsibilities of the Parties The cooperating Parties shall: (a) Notify the other Parties promptly of any changes in circumstances that would make it impossible or difficult to fulfill the terms of this agreement. (b) BKAT may permit and designate, at its own discretion, the use of a portion of the Facility by KITZ and KCDEM for emergency broadcasts during emergencies. (c) BKAT and KITZ will cooperate and coordinate to maximize the usefulness of available resources within the Facility. (d) BKAT has the sole discretion to determine whether any part of its Facility or any services provided by its Facility are available for use at the time a request is made by KCDEM. Kitsap County will not require BKAT to surrender use of the Facility or BKAT's services under this Agreement when BKAT determines such surrender would inhibit its operations or the safety or security of personnel in the Facility. (e) Access to the various rooms and materials, possession of keys and storage of materials will be pre -determined and agreed upon by the Parties. (f) The Parties agree that they shall exercise reasonable care in the conduct of all activities in the Facility. (g) The Parties will operate according to the Kitsap Emergency Information System Plan prior to, during and following a disaster or emergency situation as warranted. As appropriate, KCDEM will provide training to BKAT and KITZ staff in emergency communication plans for operations during a disaster. (h) KCDEM will provide information either in the form of written copy, pre- recorded messages or live updates to the broadcasting partners for broadcast to the public in Kitsap County before, during and after 2- KCDEM/KITZBKAT MOU emergency/disaster situations, as systems are available and as time permits. (i) Broadcasters have the right to edit any information provided by KCDEM without altering necessary life safety information to ensure that proper broadcasting standards and laws are followed. (j) Each Party shall provide and maintain appropriate contact information with the other Parties of the MOU and shall test communication systems and plans between the organizations as set forth in the Kitsap Emergency Information System Plan. 4. SCOPE OF WORK: The Facility shall be used for the purposes enumerated under Paragraph 2 of this agreement. No other use is permitted without written permission of the City of Bremerton and BKAT. Each Party agrees that this relationship is voluntary and each will be responsible for the normal costs of facilities, employees, and equipment use. In the event of a Presidential Declaration under the Stafford Act of 1986, each Party will have the opportunity to apply for public assistance if eligible to do so. 5. HOLD HARMLESS AND INDEMNIFICATION: To the extent not otherwise addressed in Chapter 38.52 RCW, the Parties each agree to defend, protect, hold harmless and indemnify each other from and against all claims, suits, and/or actions arising from any negligent or intentional act or omission of that party's employees, agents, and/or authorized subcontractor while performing under this agreement. The parties have specifically negotiated to provide that each party defend, hold harmless, and indemnify the other parties for all claims, damages, and losses, including attorneys fees, arising from any claim of an individual party's employees for injuries covered by Title 51 RCW, and for which that party could not be held directly liable. 6. DURATION OF AGREEMENT — TERMINATION: This MOU shall remain in effect until cancelled by any participating Party in writing. It is requested that at least 30 days notice be given to all Parties should one Party decide to cancel its participation in the MOU. The MOU shall be reviewed annually by all Parties to ensure that the information contained within the agreement remains accurate. 7. The agreement would allow KITZ, Kitsap's only English-speaking radio station, to use a county -owned building near the Fairgrounds to broadcast emergency information in the event of a disaster. The building works as an alternate site for KITZ, which is based in Port Orchard and can be heard at 1400 AM, because it has a backup generator, Department of Emergency Management Director Mike Gordon said. "What we've been attempting to do is establish a less vulnerable transmission (point) to the public," Gordon said. Bremerton Kitsap Access Television (BKAT) has been using the building since 2007. The agreement allows BKAT to decide when KITZ can use the station. The memorandum is a step toward shoring up the county's emergency response, in lieu of a federal report last year that laid bare Kitsa 's vulnerabilities to a large earth uake. The_. repast found that a 7.2 -magnitude Seattle Fault earthquake would kill 155 people, injure 2,300 and cause around $3.5 billion in property damage. In the event of an earthquake of that size, emergency communication systems like social media and TV likely would be knocked out, leaving radio as the most reliable way to reach people, Gordon said. "We put these layers in place to be able to fall back on the next layer if we need to," Gordon said. Conn Williamson, a senior consultant with KITZ, startedworking with Gordon on the partnership after people asked how they would receive emergency information after a natural disaster. They had a specific scenario in mind, Williamson said, where victims might be trapped, or low on water and food. In that scenario, people need to be able to get information via battery or crank radio. "That's the original vision we had to fill in that gap," he said. KITZ wants to be able to transmit Kitsap-specific information, but also "provide redundancy," by carrying federal alerts and information from Seattle, Williamson said, Emergency Management has an opt -in emergency notification system by which people can get alerts sent to their phones. That system is scheduled for an upgrade this year, according to Gordon. Emergency Management also has a network of amateur HAM radio operators throughout the county, as well as equipment stationed at several locations. In the event of a disaster, the county can call on these operators to get out important information to the public. Gordon said he's also working on putting up tsunami warning signs, one of the recommendations made by FEMA in its 2005 report on Kitsap.. The agreement has been signed by county commissioners and will go before the Bremerton City Council at its April 19 meeting. Once approved, Williamson said, the county and KITZ will hold a mock disaster to test the system. "All these things kind of come together as an object of doing our best to prepare citizens and responders for disaster," Gordon said. The existing pavement section for Lebo Boulevard is concrete pavement varying in thickness from four inches to 9 inches. The intent of the project is to rubbelize or crack and seat the concrete pavement and overlay with asphalt pavement. The methods used to build the pavement section will be determined as part of the Geotechnical Design. The City has engaged the public in two outreach meetings to determine the concept layout and cross-section of Lebo Boulevard. The City provided the concept layout to SCJ Alliance in PDF format via SCJ Files on March 7, 2016. The concept shows two travel lanes, parking lane, angled parking, bicycle lanes, shared use path, sidewalks. The project includes urban design features, retaining walls, and stormwater facilities (collection/conveyance and treatment). The design and construction is funded by Transportation Improvement Board Urban Arterial Program (UAP) Grant with City local match. The intent is to design the project without the need for right-of-way acquisition, though some City property (south side, east of Warren Avenue Bridge) may be needed for widening to accommodate angled parking. The work will consist of the following phases: 1. Project Management 2. Survey and Right of Way Delineation (by MTN2COAST) 3. Alternatives and Concept Design 4. Preliminary Design 5. Geotechnical Design (by GeoEngineers) 6. Urban Design (by HBB Landscape Architecture) 7. SEPA and Permitting 8. Public Involvement Lebo Boulevard Roadway Improvement Project March 11, 2016 City of Bremerton Page 1 SCJ Alliance Exhibit A - Scope of Work 9. Final Design 10. Bidding Services Phases for Additional Waterline Design and Construction Engineering may be added by amendment. Assumptions 1. The project may require right of way or easement acquisition from one City owned property. 2. The limits of road improvements along Lebo Boulevard extend from Sheridan Road to Lower Wheaton Way (approximately 1.0 miles). It is anticipated improvements will extend to the end of curb returns for side streets connecting to Lebo Boulevard. 3. The layout of Lebo Boulevard will generally conform to the concept provided by the City, dated March 7, 2016. 4. Sidewalk will be built to connect Warren Avenue Bridge to Lebo Boulevard. SCJ will determine the alignment and cross-section for the sidewalk as part of Phase 3 — Alternatives and Concept Design. 5. Stormwater improvements will include (1) collection and conveyance for the improved roadways, and (2) treatment facilities. Flow control is not required because stormwater is discharged directly,to Port Washington Narrows (exempt water body). 6. SCJ will evaluate the capacity of existing outfalls to Port Washington Narrows, but modifications to the outfalls are not included in the scope of this project. 7. Sewer improvements are not included. 8. Water improvements are limited to relocation of meters to proposed back of walk and the upgrade described in Phase 10. 9. The project will construct pedestrian illumination. 10. The project will not underground power and/or communication utilities. 11. The project will not build within the Ordinary High Water Mark (OHWM). 12. The City will be responsible for any pre -condition surveys of buildings adjacent to Lebo Boulevard prior to rubblizing the existing concrete pavement. 13. Kitsap Transit buses will not require bus pull-outs (extra pavement width) at bus stops. Information Provided by the City 1. Concept layout and cross-sections for Lebo Boulevard via SCJ Files on March 7, 2016. 2. Pavement cores for Lebo Boulevard. 3. All available as -built drawings for roadway, water, sewer, and stormwater. 4. Potholes of utilities as determined mutually between SCJ and the City. Deliverables • Topographic base map in AutoCAD format and existing surface in Civil 3D format. Phase 3 Alternatives and Concept Design Task 1 Alternatives and Concept Design 1) Lebo Boulevard Cross -Section — Crown vs Shed: Generally the topography transverse to Lebo Boulevard falls from the north to the south. Raising Lebo Boulevard as part of the pavement work and widening the sidewalks will create elevation differences between existing ground and the proposed back of walk. Evaluate the pros and cons for building the Lebo Boulevard as a crowned pavement section or a shed pavement section (draining to the south curb). The intent of the shed cross-section is to lessen the elevation differences. Develop preliminary roadway model assemblies to determine proposed back of walk elevations. Compare to existing elevations at 25 -foot intervals. Lebo Boulevard Roadway Improvement Project March 11, 2016 City of Bremerton Page 4 SO Alliance Exhibit A - Scope of Work Summarize elevation differences in a tabular format and present in cross-section view. Coordinate with Phase 5 — Geotechical Design to assess the constructability and cost of pavement construction for the alternative sections. Prepare a technical memorandum describing the alternative sections, constructability, concept cost estimates, and relative elevation differences at the back of walk. 2) Power Pole Relocation: Develop an exhibit showing centerline alignment and stationing for Lebo Boulevard with existing and recommended locations for power poles. Meet once with the City and Puget Sound Energy to finalize the alignment for pole relocations. Prepare a technical memorandum documenting the basis for the proposed pole locations. 3) Juniper Street Sidewalk: Develop up to two alternative layouts for sidewalk along Juniper Street from Warren Avenue Bridge to Lebo Boulevard. It is anticipated the sidewalk will be located along the east side of Juniper Street. The alternatives will include embankment widening and retaining wall for the sidewalk near the bridge connection. Develop concept cost estimates for the alternatives. Prepare a technical memorandum describing the concepts and recommending the preferred alternative. Analysis will consider functionality/directness for pedestrians, constructability, WSDOT involvement, and cost. 4) Oak Street/Boat Ramp Access Driveway: Develop a concept layout for the Oak Street intersection and the Lion's Park boat ramp access driveway. The intent of the layout is to reduce the amount of impervious surface and shorten crossing distances for pedestrians. Phase 5 Geotechnical Design (by GeoEngineers) Task 1 Site Investigation and Feasibility Evaluation 1) Visual Condition: Perform a visual condition survey of the existing pavement. Use the American Association of State Highway and Transportation Officials (AASHTO)/Federal Highway Administration (FHWA) Pavement Moisture Accelerated Distress Identification System in our evaluation. 2) Traffic Control: Prepare traffic control plans and provide traffic control to include signage and flaggers during Falling Weight Deflectometer (FWD) testing and auger drilling described below. 3) Street Use Permit: Obtain a street use permit to perform site exploration activities described below. The City will pay the permit fee. 4) Falling Weight Deflectometer: Perform a FWD survey to assess PCC and subgrade strength. Select existing PCC panels will be tested at about 500 -foot intervals along each travel lane to establish a general support profile along the alignment. FWD tests will not be taken at the panel edges because rubblization or crack and seat methods are to be used as opposed to leaving the existing PCC intact. 5) One -call Notification: Contact the One Call Utility Notification system to clear proposed exploration locations for presence of underground utilities as required by Washington State law. 6) Borings: Perform up to 10 hollow -stem auger borings at select locations along the alignment to further assess subgrade conditions and at planned retaining wall locations. We understand retaining walls are anticipated at two locations (south side of Lebo Boulevard east of Warren Avenue Bridge and Juniper Street near the Warren Avenue Bridge connection). For budgeting purposes we have assumed each boring will typically be drilled to a depth of 10 feet below existing grade or less (budget estimate is for 110 linear feet of drilling) and that the existing PCC pavement will be cored and patched at each boring location (assumed slab thickness up to 8 inches). We will perform insitu sampling at 2.5 -foot depth intervals in each boring in accordance with ASTM International (ASTM) D 1586 (Standard Penetration Test) procedures. 7) Test Pits: Perform up to six backhoe test pits in the existing unimproved grass and shrub covered area along the toe of the current embankment on the Warren Avenue Bridge on-ramp to evaluate conditions for the proposed enlarged fill prism or fill retaining wall. 8) Laboratory Testing: Perform laboratory testing including moisture content and gradation analysis on select samples obtained from the explorations. 9) Pavement Design: Evaluate feasibility and constraints for accomplishing pavement reconstruction by rubblizing or cracking and seating the PCC. We anticipate discussing each of these potential options with specialty contractors to identify critical design and construction considerations. Develop recommendations for pavement underdrains. Lebo Boulevard Roadway Improvement Project March 11, 2016 City of Bremerton Page 10 SCJ Alliance Exhibit A - Scope of Work 10) Asphalt Overlay: Develop preliminary pavement design sections for new hot mix asphalt (HMA) overlays for the reconstructed pavement. 11) Draft Report: Present the preliminary study results in a draft geotechnical report for review by the project team. Task 2 Consultation and Final Design 1) Team Meeting: Meet with the design team to discuss our findings and preliminary conclusions and obtain consensus on a preferred option to advance to final design. 2) Final Report: Prepare final geotechnical recommendations for the selected reconstruction option. We anticipate addressing the following: • General earthwork recommendations including subgrade preparation, criteria for imported structural fill, fill placement and compaction criteria, and utility trench backfilling. - • Subdrainage measures appropriate to the selected pavement reconstruction option. • Recommendations for overlay and base course layer thickness as appropriate for the selected option. We will require performance criteria such as Equivalent Single Axle Loads (ESALs) or anticipated average daily traffic counts and projected growth rates to complete our analysis. • Lateral earth pressure criteria for design of conventional retaining walls, including seismic and traffic surcharge values, and a recommended allowable soil bearing pressure. We will provide geotechnical recommendations for cast -in-place or contractor -designed structural earth walls and discuss wall drainage. • Construction considerations specific to the selected pavement reconstruction option. Understanding • The City will pay Street Use Permit fees. • The planned explorations do not include an environmental site assessment and the site is assumed to be "clean" regarding hazardous or contaminated materials. Bids were opened on April 14, 2017 and 2 bids were received. Massana Construction, Inc. is the lowest responsive, responsible bidder with their bid of $1,619,296.00. The Washington State Department of Transportation is required to concur with the City's recommendation to award the contract; staff have recommended the bid for approval. The contract is in WSDOT standard format as required for Federal Aid Projects; the complete contract is available for review in the Engineering Office. The project has three parts; it constructs safety improvements at intersections throughout the City (Highway Safety Improvement Project), it constructs a ramp adjacent to the Louis Mentor Boardwalk paid for via an Interlocal Agreement with the Port of Bremerton, and finally it constructs pedestrian improvements in the vicinity of the State Street Shipyard Pedestrian gate using funds remaining from the Burwell Tunnel Construction project (Navy Safety Project.) ATTACHMENTS: 1) Council Summary; 2) Site Plan; 3) Bid Tabulation; 4) Local Agency Contract FISCAL IMPACTS (Include Budgeted Amount): This project is included in the Capital Budget and is funded by the Highway Safety Improvement and Department of Commerce Grants, along with funding from the Port of Bremerton related to the Second Street improvements. To award the bid, additional funding of approximately $81,000 is needed. Funding is available from the Transportation Capital Improvement Fund. STUDY SESSION AGENDA: 0 No Presentation ❑ Full Presentation STUDY SESSION ACTION: ❑ Consent Agenda o General Business ❑ Public Hearing RECOMMENDED MOTION: Move to award construction of the Highway Safety Improvements, Phase II and Puget Sound Navy Safety project to Massana Construction, Inc. in the amount of $1,619,296.00, including Washington State sales tax, upon receipt of concurrence to award from the Washington State Department of Transportation; and authorize the Mayor to finalize and execute the agreement with substantially the same terms and conditions as presented. COUNCIL ACTION: ❑ Approve ❑ Deny ❑ Table ❑ Continue ❑ No Action Form Updated 01/07/15 CONTRACT AWARD FOR HIGHWAY SAFETY IMPROVEMENT PHASE 2 AND PUGET SOUND NAVY SAFETY PROJECT COUNCIL SUMMARY Background The overall project includes three parts; the Highway Safety Improvements (HSIP) project, the Puget Sound Naval Safety Project, and the ADA ramp at the Louis Mentor Boardwalk. The three projects have been bid in a single package in an effort to obtain better bids for all of the work. In December 2014 the City was awarded a HSIP grant to construct safety improvements at 6 intersections throughout the City. Subsequent to receipt of the grant award, the project scope was revised due to redundant scope with the WSDOT ADA ramp construction on Wheaton Way. The project will construct improvements at 11th & Montgomery, 6th & Kitsap Way, Burwell & Callow, and Burwell & Montgomery that generally includes new ADA ramps and pedestrian signals, pavement markings and lighting. The intersection of High and Burwell also includes a rectangular rapid flashing beacon, and the intersection of Chester and Burwell also includes a High Intensity Activated Crosswalk Beacon (HAWK Signal). In 2015 following multiple unsuccessful attempts to obtain an awardable bid for the Burwell Tunnel project, staff negotiated with the Department of Commerce to allow construction of sidewalk improvements in the vicinity of the State Street pedestrian gate into the shipyard. In addition to the sidewalks on State Street, the work also includes intersection improvements at Chester Avenue, including a HAWK signal. Also in 2015 staff received an ADA complaint regarding lack of accessibility to the Louis Mentor Boardwalk. In response the City negotiated an Interlocal Agreement with the Port of Bremerton to construct an accessible ramp at the end of Second Street. In the agreement the city is responsible for the design, and the Port will reimburse all construction costs. For compliance with their Local Agency Guidelines, the Department of Transportation is required to formally concur with the City's recommendation to award the construction contract. In an effort to move the project forward expediently, staff request that Council provide a contingent award to the low bidder. Staff will issue the Notice of Award to the bidder only after receipt of formal concurrence to award from WSDOT. Fiscal Summary Since the project is three separate phases (with separate sources of funding), it was bid with three separate schedules. The available budget and revenue for the schedules is identified in the table below: Notes: 1— City labor for inspection and CM will be split between Naval Safety and HSIP. Consultant assistance may be used for Naval Safety only. 2 — Projected funds remaining from the Commerce Grant 3 — WSDOT administration fee is estimated at $22,200 (design and construction). The cost will be proportionally split between the two major project schedules. 4 — The Port of Bremerton is responsible for construction costs; before the ramp construction is authorized, approval from the Port for the bid amount is required. (Photo: Meegan M. Reid / Kitsap Sun) SILVERDALE — Housing Kitsap is negotiating the purchase of a Silverdale office building as the agency prepares to move out Bremerton's Norm Dicks Government Center. Executive Director Stuart Grogan said the housing authority's offer on the former John L. Scott building at Bucklin Hill and Mickelberry roads was accepted and due diligence is being completed before the sale closes. The deal could be completed by the end of the month, he said. The property was assessed at $1.7 million for 2017, according to county documents. Grogan said it was too early in the process to disclose Housing Kitsap's offer. The negotiations put Housing Kitsap closer to its goal of relocating to an area more central for its clients, who live in properties scattered from Kingston to Port Orchard. The agency also was interested in moving out of Bremerton — the only area of Kitsap not included in its service area — and into a smaller headquarters with lower overhead. Grogan said the 8,000 -square -foot Bucklin Hill building checks all the right boxes. "It's central to our portfolio and to the county," Grogan said. "It puts us back in the county where we belong." Securing office space in Silverdale is just one step in a complex dance the Housing Kitsap must complete to maneuver out of the Norm Dicks center. The housing agency plans to sell its current offices to the city, which offered $2 million for the space. In order to use the proceeds of that sale to buy the Silverdale building, Housing Kitsap had to amend its loan agreement with Kitsap County, which took on more than $40 million of its debt in 2009. The Housing Kitsap board signed off on a loan amendment Tuesday that will allow the agency to put the full proceeds of the Norm Dicks sale toward relocation and defer up to $300,000 in loan payments to the county in 2018, 2019 and 2020. If Housing Kitsap sells any other properties in the future, it will be allowed to invest half of the proceeds in projects and designate the other half for debt repayment. The amendment was forwarded to county commissioners for final approval. Grogan said Housing Kitsap likely will complete the sale of its Norm Dicks offices and purchase of its new Silverdale home at roughly the same time. The vacant Bucklin Hill building needs little renovation, allowing for a quick move, he said. Housing Kitsap, formerly Kitsap Consolidated Housing Authority, was founded in Silverdale. The agency moved to the Norm Dicks center in 2011 so it could sell its Bayshore Drive offices. From: Lori Smith on behalf of City Council Sent: Tuesday, December 13, 2016 11:23 AM To: City Council Subject: Kitsap Sun Article - Housing Kitsap considering move back to Silverdale Housing Kitsap considering move back to Silverdale Tad Sooter, Kitsap 8:53 a.m. --,, cember 12, 20' BREMERTON — Bremerton has always been an odd home base for Housing Kitsap. "Our service area is everywhere but Bremerton," Executive Director Stuart Grogan pointed out. "And our headquarters are in Bremerton." That incongruity is one reason the housing authority is considering relocating from the Norm Dicks Government Center to a more central location, likely in Silverdale. Grogan said the agency would also save money by moving to a building with lower overhead than the amenity -rich Norm Dicks center. The relocation discussion became more serious last summer when the city of Bremerton offered to buy Housing Kitsap's Bremerton offices for $2 million. The sale would provide the housing authority funds to buy and renovate a space in Silverdale. But in order to use the proceeds of the sale for relocation, Housing Kitsap would have to amend its loan agreement with Kitsap County, which took on more than $40 million of the housing authority's debt to save the agency from insolvency in 2009. Specifically, the housing authority hopes to modify a "windfall" provision in the agreement that requires money from property sales to be put toward the loan, and to defer up to $300,000 in payments in 2018, 2019 and 2020. Grogan said Housing Kitsap would still meet its targets for loan repayment. The agency owes the county about $19 million over the next 36 years. During its meeting Tuesday, the Housing Kitsap board directed staff to continue negotiating the sale of the Norm Dicks offices and the loan amendment with the county. County commissioner Rob Gelder, who serves on the Housing Kitsap board, said it makes sense for the county to allow the housing authority flexibility to find more efficient headquarters. "It's in the county's interest to have a vibrant and healthy housing authority to help address affordability issues in the county," Gelder said Friday. Housing Kitsap, formerly Kitsap Consolidated Housing Authority, was previously located in Silverdale. The agency moved to the Norm Dicks center in 2011 so it could market its Bayshore Drive offices — one of several properties the housing authority sold to pay down its debt to the county. Now on more stable financial footing, Grogan said Housing Kitsap would benefit from a move back to Silverdale. A Central Kitsap office would be easier to access for many clients — Housing Kitsap has properties dotted from Bainbridge Island to Port Orchard. The agency would look for space with lower overhead costs, freeing more resources for affordable housing projects. A commercial real estate agent is helping Housing Kitsap hunt for office space. Grogan said a relocation proposal will be presented to the board early in the new year. While searching for a headquarters to meet its immediate needs, Housing Kitsap is exploring the possibility of joining a multi -use development at the site of the future Kitsap Regional Library branch in Silverdale. Grogan said the complex could include the library branch, Housing Kitsap, affordable housing, transitional housing for the homeless through Coffee Oasis, and respite housing for people recovering from injuries or illness. Discussions are in the early stages, Grogan said. Housing Kitsap would still need to find a space to relocate to while the complex was constructed. Any move Housing Kitsap makes will have to pencil out financially, Grogan said. "If its not a smart financial deal, we're not going to do it." From: City Council Sent: Sunday, July 10, 2016 10:40 AM To: City Council Subject: Kitsap Sun Article - City Hall may expand in Bremerton government center City Hall may expand in Bremerton government center By Josh Farley of the Kitsap Sun Yesterday 5:32 p.m Bremerton City Hall is set to expand its footprint within the Norm Dicks Government Center, under a plan unveiled this past week by city leaders. The city is prepared to pay Housing Kitsap just over $2 million to take over 9,000 square feet of space on the first and fifth floors of the Sixth Street government center. No formal paperwork has been signed but both Bremerton Mayor Patty Lent and Housing Kitsap Executive Director Stuart Grogan confirmed the deal is moving forward. Lent said the plan will accomplish two of her long-term goals as mayor: it will give the public a "one-stop shop" for city services while also bringing more city employees under one roof, a move she said will make city government more efficient. "The city is growing, and we need to have a campus that can accommodate all of our staffing," Lent said. That comes at a cost. Most of the moves involve the city's public utilities. As a result, a maximum of 14 cents will be added to utility customers' bimonthly bills in 2017 to cover the debt service, according to City Finance Director Cathy Johnson. Much of the cost had already been planned for, as a consolidation of some staffing had already been in the works, she said. For Housing Kitsap, the change represents a chance to lower their own office space costs while getting closer to the clients the agency serves, Grogan said. Formerly located in Silverdale, Housing Kitsap moved its operations to the downtown Bremerton location in 2011, though the agency has long served as the building's property manager. "It's always felt a little strange to me that we're located in a city that already has a great housing authority," Grogan said, referencing the Bremerton Housing Authority, which has offices on Park Avenue. Grogan also noted many of Housing Kitsap's clients come from points around the county, even to just deposit rent. Where Housing Kitsap will ultimately be housed is still an open question, he said. The agency maintains a 6,000 -square -foot building on Washington Avenue in Silverdale. That likely won't be big enough, however, and Grogan said they'll be searching for commercial space from Port Orchard to Poulsbo. Grogan said he'd also like to consolidate his agency into one space. He said even having the agency within the Dicks center divides staff between the first floor and the fifth. Even if Housing Kitsap leaves the building, they still own a space occupied currently by U.S. Rep. Derek Kilmer, D -Gig Harbor, and will maintain their long-standing role as property manager. The new space would bring to downtown a number of Bremerton city functions. Under plans still being ironed out, the city will move 11 staff members mostly engineers — from an office on Olympus Drive in East Bremerton. Leaders of different city departments hailed the idea as a chance to work more closely with the engineers on projects involving streets and utilities. "We're kind of an orphan out here right now," said Tom Knuckey, Bremerton's city engineer, who currently works on Olympus. "It moves us closer together as a city. There will be less wasted time and better communication." The building those engineers will vacate already has a potential tenant. Public Works Director Chal Martin and Kitsap Mental Health Services CEO Joe Roszak said that while nothing is set in stone, the mental health agency has preliminary plans to move its administration and management into the Olympus building. The plan so far involves KMH making tenant improvements in lieu of payments to the city, Martin said. The city's public works headquarters on Oyster Bay Avenue, home to much of its arsenal of trucks and equipment, would also see changes under the plan. Martin and some other public works managers will get offices on the fifth floor downtown. Utility billing, too, would move to the Dicks building, to go with permitting and licensing, which are located on the sixth floor. Details are still being ironed out. But for Lent and other city officials, the overall move is a chance to make city hall not just about the sixth floor, they say. It would widen that concept to the front doors of the government center, to include the prospect of City Council offices relocating to the first floor. "This is a very forward-looking and great investment for the city," said Martin. "It consolidates our staffs and facilitates internal communication — at a good price. This definitely is a positive thing for the city's future." The Norm Dicks Government Center, named for the longtime West Sound congressman, was completed in 2004 at a cost of $25 million. It's "condominium" style ownership still includes not only Housing Kitsap and the city of Bremerton but also the Kitsap Public Health District and other agencies.
