BUSINESS ITEMS
Cl — RESOLUTION NO. 008 AUTHORIZING STREET MAINTENANCE PROJECTS FOR
2013: Chal Martin, Public Works and Utilities Director, explained that the attached resolution
adopts the proposed 2013 Work Plan for the Bremerton Transportation Benefit District. The
work plan will expend $300,000 from revenue received from the vehicle license fee adopted by
the TBD per Resolution No. 005 which was approved at the December 7, 2011 meeting. The
focus of the 2013 Work Plan is on preservation of non-residential streets.
Ellen Shrader pointed out that the lower part of East 17th Street has not been paved since the
late 1950's and would like to know why that street is not on the list of priorities. Mr. Martin
explained that due to the limited funds for the first year of the program, the intent of the projects
was to focus on roads ranked fair or better which is primarily arterial streets. Roads that have
failed or would need total reconstruction have a vastly higher cost per lane mile.
Ann Richie asked what defines a "poor" road. Mr. Martin responded that large portions of
failed roads have turned to gravel and will have large potholes, while poor roads may still be
paved but have deep cracks.
Ann Richie then added that there are shoulders signed for bicycles but there are no markings;
and hoped that future projects will take bicycles into consideration.
Robert Parker commended Council for looking at the condition of streets.
07:53:05 Motion was made by Runyon, and seconded by Wheeler; Comments and questions
were then provided by Runyon, Wheeler, Brockus, Flemister, and addressed by Public Works
and Utilities Director Chal Martin...
Mr. Runyon clarified that a segment of East 17th is included in the proposed project list.
