An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on t quality of the environment . The purpose of this checklist i' to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal , if it can be done) and to help the agency decide whether an EIS is required . INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal . Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant , requiring preparation of an EIS. Answer the questions briefly , with the most precise information known , or give the best description you can . You must answer each question accurately and carefully, to the best of your knowledge. In most cases , you should be able to answer the questions from your own observations or project plans without the need to hire experts . If you really do not know the answer or . .if a question does not apply to yourproposal . write "do not know" or "does not apply" . Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations , such as zoning . shoreline , and landmark designations . Answer these questions if you can . If you have problems , the governmental agencies can assist you. 1 Gateway to the Olympics and Home of the Puget Sound Naval Shipyard f. The checklist questions apply to all parts ofyour proposal , even if you plan to do them over a period of time or on different parcels of land . Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably. related to determining if there may be significant adverse impact . USE OF CHECKLIST FOR NONPROJECT PROPOSAL: Complete this checklist for nonproject proposals , even though questions may be answered "does not apply.." In addition, complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (Part D) . For nonproject actions , the references in the checklist to the words "project" , "applicant" and "property or site" should be read as "proposal " , "proposer , " and "affected geographic area, " respectively. The project site is located on part of . the former Westside Elementary School site at Qualheim on First Street. We understand that the proposed warehouse will be 100 by 150 feet with an attached 1 office space. Concrete tilt-panel construction is proposed for the warehouse with the tilt panels 22 to 24 feet in height above the footings . The plans show ' continuous perimeter footings for support of walls, and isolated interior footings for support of column loads . Isolated strip footings also may be used for ' support of interior bearing walls . A concrete slab-on-grade will be used for the floor system in the warehouse and office. ' Our purposes in exploring the subsurface soil conditions were to evaluate bearing capacity of the site soils, present recommendations for foundation and ' concrete slab-on-grade design, and address other geotechnical considerations that may affect the project. Work was authorized on behalf of the owners by Mr. Phil Simmons, the project's general contractor. SITE CONDITIONS ' Surface Conditions The proposed site is on a lot created east of the ' existing school building. It is a grassed area on a bench about 4 feet above the parking lot off First Street and about 4 feet below the bench created for. ' the school building to the west and the car wash on the south of the site. The actual construction site is nearly level. ' Subsurface Conditions Four test pits were excavated with a tractor-mounted ' 91041601 Page 1 of 8 ' 2401 Bristol Court S.W. • P.O. Box 10267 • Olympia, WA 98502 • Phone (206)357-7883 ' 91041601 Page 2 of 8 1 backhoe on 19 April 1991 under our supervision. These ' were logged, and the soils exposed in the test pits were evaluated for their engineering properties . The site plan enclosed with this report shows the locations of these pits . We kept the explorations ' outside of proposed building lines to minimize disturbance to soils in the footing lines . The test pits were loosely backfilled after they were logged. ' If these test pits are, in fact, found to be under footings, then they should be re-excavated and backfilled according to the Earthwork Criteria section ' of this report. Three principal soil units were found in our explorations . In Test Pit Two, we encountered the ' very dense and highly overconsolidated Vashon age subglacial till. In the other three test pits, we found a layer of fill over Vashon recessional fluvial/lacustrine deposits of fine grained soils . We expect that at some depth below the bottom of these test pits, the very dense and highly overconsolidated subglacial till would be encountered. In test pit ' three, there was minor seepage at the contact between the fill and the native soils . ' DISCUSSION AND RECOMMENDATIONS Footing Support The existing fill section varies in thickness, quality, and apparent density. We found significant ' amounts of organic material both as topsoil and strippings, as well as buried large limbs and roots. We expect that excessive total and differential ' settlements would occur if footings were cast directly upon this unit. Observed long-term settlements would probably be greater than 4 to 6 inches. ' Use of a structural fill section for support of footings is recommended. Footings excavation would need to extend down through the fill to the native soils . The width of the excavation would require one foot out from each footing face for each foot of removal. In the excavation, the structural fill section is to be placed and compacted according to the ' Earthwork Criteria section of this report. This 1 1 ' 91041601 Page 3 of 8 structural fill section will support the footings and ' distribute the footing loads to the native soils. Concrete tilt-panel type of construction is not tolerant of differential settlements . We expect that ' a portion of the structure will be supported directly upon the subglacial till. We usually recommend design bearing capacities of about 5000 pounds per square foot for footings placed on the till. At this site, most of the building will be supported on a structural fill section with footing loads carried to the ' underlying fine grained recessional outwash deposits . For design of footings, we recommend that a design value of 1500 pounds be used for loads imposed onto the native soils, both subglacial till and recessional ' outwash soils . The load imposed by the structural fill section may be ignored, as we expect that the weight of soil removed will approximate the weight of ' the structural fill section imposed onto the native soils . A one-third increase in this bearing value is allowable for short-term wind or seismic loadings . Footings should be founded a minimum of 1 .5 feet below adjacent finish grade for frost protection and confinement. We recommend that the continuous ' perimeter and strip footings have a minimum width of 24 inches . Isolated interior column footings should be a minimum of 3 . 0 by 3 .0 feet square. Settlement of structures designed to the recommended bearing values should not be significant. Generally, we expect that both differential and total settlements ' of 25 millimeters or less will occur, mostly during construction and immediately after the loads are imposed. There should be little long-term settlement. ' Floor Slabs The owner will need to consider the long-term ' performance of the concrete slab-on-grade. At expected warehouse loadings for roofing material, we would expect deflection, differential settlement, and cracking of a slab placed directly on unimproved soils . This may exceed several inches . If the owner is unwilling to tolerate settlement of deflection of ' 91041601 Page 4 of 8 1 the slab, then the existing fill section will need to be removed and replaced with a structural fill section conforming to the Earthwork Criteria section of this report. Some improvement in the performance of a slab-on-grade may be realized by removing two feet of the fill section and performing a hard proof-roll of the soils ' exposed. If soft or yielding areas are found during the proof rolling, then selective overexcavation of these areas would need to be done. A high quality structural fill section then is to be placed according to the Earthwork Criteria section of this report. If the slab placed on this fill section is allowed to "float" , we would expect that some economy of ' construction could be realized by reducing the volume of soil to be removed. Long-term deflection and settlement of the slab would probably occur, but would ' not be as severe as in a slab placed directly on the existing fill section. Prediction of the actual settlements and deflection cannot be presented because, as we observed, the fill section does vary in thickness and quality. To ensure dry slabs, we recommend that a capillary ' break and vapor barrier be included in the design. The capillary break should consist of a minimum thickness of 4 inches of pea gravel. Provisions ' should be included in the design to ensure the positive drainage of the capillary break material. Where mechanical penetrations extend through the vapor barrier, proper sealing should be maintained to ensure ' the integrity of the membrane. Lateral Soil Pressure ' It is our understanding that no retaining walls are planned for this project. If retaining walls, or foundation walls in excess of four feet in height and ' restrain earth, are to be incorporated in the design, we should be consulted for design information. ' Lateral loads may be resisted either by passive soil pressures or friction between the footings and earth. For passive soil pressures for footings cast and backfilled according to the recommendations of the ' Earthwork Criteria section, a design value of 300 1 91041601 Page 5 of 8 1 pounds per cubic foot may be used. A coefficient of friction of 0 .45 is permissible between the footings and the structural fill section. Seismic Site Period The project area is in Seismic Zone 3 as shown by Figure 23-1, Seismic Zone Map of the United States, in ' the 1988 edition of the Uniform Building Code. Actual ground motion during a seismic event is influenced by the distance from the epicenter, the depth to bedrock under the site, and the condition (degree of ' consolidation and saturation) of the soils supporting the structure. We do not believe that the underlying soils are prone to spontaneous liquefaction under seismic loadings. Available geologic information, as presented in Thickness of Unconsolidated Sediments, Puget Lowland, Washington by Hall and Othberg, 1974, shows a sediment thickness of about 200 feet under the project area. We believe that these soils are granular and are well consolidated as a result of loading by the Vashon glacial ice mass . We recommend ' that a soil coefficient type S2 be used for seismic design, a recommendation based on the 1988 edition of the Uniform Building Code. Earthwork Criteria ' In areas under structures, paving sections, and sidewalks, strip all topsoil and organic material. For structural fill in areas under footings and ' slabs-on-grade, we recommend that all soils be compacted to a minimum density of 90 percent of ASTM D-1557 or to 95 percent of UBC standard 70-1. This ' includes proofrolling native soils exposed in the bottom of the excavation before placing fill . Materials under the paving section should also be compacted to the minimum density by proofrolling ' before placing the paving section. This includes proofrolling in-place soils, soils that have been disturbed during construction, and all structural fill ' materials . For imported structural fill, we recommend that a clean, six-inch minus, well graded gravel or gravelly ' sand (classifying as GW or SW as determined by 1 1 1 ' 91041601 Page 6 of 8 1 ANSI/ASTM test method D-2487) , conforming to APWA specification 9-03 . 14 for gravel borrow, be used. We also recommend that no more than 7% by weight pass the number 200 screen as tested by ANSI/ASTM D-1140 test procedure. Other material may be used for the ' construction of the structural fill section if approved by the soils engineer or engineering geologist. All fill should be placed in uniform horizontal lifts of six- to eight- inch loose thickness . Each lift ' should be conditioned to the optimum moisture content and compacted to the specified minimum density before placing the next lift. We further recommend that all utility trench backfill be compacted as specified ' above. Earthwork should be performed under the continuous supervision and testing of Bradley-Noble Geotechnical Company to ensure compliance with the compaction requirements. Placement of fill sections on slopes greater that 4: 1 (horizontal to vertical) will be benched as directed into the native soils. Height and width of the bench will be determined in the field by the soils engineer or engineering geologist. ' Unrestricted slopes shall not exceed 2 : 1 (horizontal to vertical) for fill embankments and cuts that expose native soils . All fill slopes will be rolled. The project's civil engineer is responsible for the protection of the constructed fill slopes from uncollected runoff. We recommend that all ' cut-and-fill slopes be seeded as soon as possible after construction, so that vegetation can protect the slopes from sheet washing. No fill is to be placed during periods of unfavorable weather or while the fill is frozen or thawing. When work is stopped by rain, placement of fill will not ' resume until the soils engineer or engineering geologist determines that the moisture content is suitable for compactive effort and that the previously ' placed fill has not been loosened. The contractor will take appropriate measures during unfavorable weather to protect the fill already placed. Measures that may be required include limiting wheeled traffic ' and grading to provide temporary drainage of the 1 1 ' 91041601 Page 7 of 8 1 fill. At the direction of the soils engineer or ' engineering geologist, the contractor will be responsible for the removal and reworking of fill that has softened or has less than the required compaction. LIMITS OF LIABILITY BRADLEY-NOBLE GEOTECHNICAL COMPANY is responsible for the opinions and conclusions contained in this report. These are based on the data relating only to • the specific project and locations discussed herein. This report was prepared within the standard and accepted practices of our industry. In the event conclusions and recommendations based on these data ' are made by others, such conclusions and recommendations are not the responsibility of the soils engineer or engineering geologist unless he has ' been given an opportunity to review them and concurs in such conclusions or recommendations in writing. The analysis and recommendations submitted in this ' report are based upon the data obtained in the explorations at the locations indicated on the attached plan. This report does not reflect any ' variations that may occur between these explorations . The nature and extent of variations between explorations may not become evident until construction is underway. ' We recommend that Bradley-Noble be given the opportunity to review the final plans and ' specifications for soils work. This is to verify that our geotechnical engineering recommendations have been correctly interpreted and implemented in the final ' design and specifications. We also recommend that we be retained to provide geotechnical services during ' the foundation • ' construction and trenching. These services would include review of backfill operations, excavations, and other geotechnical considerations that may arise ' during construction. We would observe compliance with the design concept and project specifications. If the subsurface conditions differ from those anticipated in 1 1 1 1 91041601 Page 8 of 8 1 our explorations, we would also evaluate changes in ' construction specifications. Dear Mr. Davis: To follow up our phone conversation today, it has been brought to our Departments attention that the landscaping at the Pioneer Builders Supply located at 5222 First street, Bremerton has died and vehicles are now using the area for parking. I 've enclosed a copy of the approved landscape plan for your use. The landscape plan shows the planting of fifteen 5 '- 6' Douglas Fir trees and 4" English Ivy planted 12" on center as ground cover (non-living ground cover can not exceed 40%) . This landscaping is a requirement of Bremerton Zoning regulations. You indicated that you would have this landscape plan re- implemented by April 30, 1994 . Our Department will reinspect this site to verify compliance with this plan. If you would like to discuss specific landscaping regulation or suggestions as to how to get the best performance from your landscaping, please contact me at (206) 478-5275.
