The petition method of annexation is accomplished with two steps, the first is called the "10% petition" and the second is called the "60% petition'." The percentages refer to the law's requirement that the signatures on the petition must represent either 10% (first petition) or 60% (second petition) of assessed value or acreage of land. The proposed annexation uses the percentage of assessed value method. After being notified of the proposed annexation, the City Council must set a date within 60 days of receipt of the petition for a meeting with the initiating parties. The meeting is scheduled for March 15, 2017. At this meeting the City Council must determine: 1) Whether the city will accept, reject or modify the proposed annexation; 2) Whether'it will require simultaneous adoption of a Comprehensive Plan; and 3) Whether it will require assumption of all or any portions of existing city indebtedness by the area to be annexed. At the conclusion of the meeting on March 15, 2017, the City Council is expected to pass a resolution which will allow the annexation to move forward procedurally, and allows the gathering of signatures for the second step .(60% petition).
