SUMMARY: The City has been offered ai Highway Safety Improvement Grant under the 2016
Innovative Safety Program to design and construct high friction pavement and guardrails on both
West Belfair Valley and Tracyton Beach Roads. The City advertised a Request for Qualifications,
and received proposals from two firms to perform the design. The City selected HDR, Inc., to do the
work; their design cost is $146,699.30 and is eligible for 100% grant funding upon receipt of design
obligation from WSDOT. Staff will withhold notice to proceed to HDR, Inc., until design obligation
has been received.
ATTACHMENTS: 1. Professional Services Agreement with HDR, Inc. 2. Site Plan
FISCAL IMPACTS (Include Budgeted Amount): The 10% match for design (Preliminary
Engineering) will be waived upon receipt of design obligation from WSDOT.

RECOMMENDED MOTION:
Move to approve the Professional Services Agreement with HDR, Inc. for design of the West Belfair
Valley Road and Tracyton Beach Road Innovative Safety Projects; and authorize the Mayor to
finalize and execute the agreement with substantially the same terms and conditions as presented.
