SUMMARY: The project will rehabilitate' approximately 8249 lineal feet of sanitary sewer using the
cure -in -place -pipe (CIPP) method, reinstating approximately 101 side sewers. Kitsap County has
agreed to reimburse the city in the amount of $16,400 as its fair share of the cost of lining shared a
24 inch concrete pipe under SR3 and an inter -local agreement (ILA) has been executed with the
County for that work.
There were three bids submitted which were opened on February 23, 2017. The lowest responsive,
responsible bidder was Michels Corporation who submitted a bid in the amount of $797,622.22 which
includes sales tax.

FISCAL IMPACTS (Include Budgeted Amount): The project is included in the 2017 Capital Budget.
The ILA with Kitsap County provides for reimbursement of $16,400.

RECOMMENDED MOTION:
Move to award the contract for the 2017 Sewer Rehabilitation to Michels Corporation in the amount
of $797,622.22, including Washington State sales tax, and authorize the Mayor to finalize and
execute the agreement with substantially the same terms and conditions as presented.
