Following the discussion of permitting inspection workload at the study session on February 22, 2017, the City Council directed staff to additionally modify the proposal to change the hire date of the BDS-III from mid-year (July 1) to May 1, 2017. This modification resulted in a budget increase from $6,350 to $24,806. The cost breakdowns are as follows: The 2017 Budget authorized the hiring of a BDS-II on July 1. The upgrade from BDS-II to BDS-III will cost the City an additional $6,350. The monthly BDS-III costs are estimated at $9,228. If the BDS-III is hired two months earlier than anticipated (May 1 instead of July 1), then the additional cost will be $18,456. Total costs: $6,350 (position upgrade costs) + $18,456 (additional 2 months of BDS-III) = $24,806 Terry Fessner expressed concerns about budget amendments; and emphasized that there are many issues besides the Council Goals that need attention, including water and sewer infrastructure and protecting the remaining large retailers like car dealerships who provide considerable revenue for the City. 07:03:05 Motion was made by Huddy and seconded by Davis...
