SUMMARY: In November 2015, the City executed a contract with KPG Inc., for the Highway Safety
Improvement Project for $138,993.47. Two supplemental agreements have been executed;
Supplement 1 was essentially a no cost change to amend the design approach at several of the
intersections. Supplement 2 added sidewalk construction on State St, Gregory Way and Chester St,
along with a new HAWK signal at Burwell & Chester to be funded using Commerce Grant Funds from
the Burwell Tunnel project; this supplement increased the contract value to $213,460.14. The
proposed Supplement 3 increases the contract value by $5,955.03 to a new total of $219,415.17; the
work includes incorporating the 2nd Street ADA retrofit, responding to City -directed contract changes,
and responding to contractor questions during the bid phase. This supplement additionally extends
the contract end date to December 31, 2017.

FISCAL IMPACTS (Include Budgeted Amount): This project is included in the Capital budget, and is
funded by the Highway Safety Improvement and Department of Commerce Grants.

RECOMMENDED MOTION:
Move to approve Supplemental Agreement No. 3 with KPG for the Highway Safety Improvements,
Phase II Project; and authorize the Mayor to finalize and execute the agreement with substantially
the same terms and conditions as presented.
