SUMMARY: In December 2014 the City was awarded a grant to construct safety improvements at
intersections throughout the City. In 2015 staff received an ADA complaint regarding lack of
accessibility to the Louis Mentor Boardwalk, and in response the City negotiated an Interlocal
Agreement with the Port of Bremerton to construct an accessible ramp at the end of Second Street —
this work was incorporated into the HSIP project. As a result of an approach change with the Burwell
Tunnel Construction project, staff coordinated with the Department of Commerce to allow
construction of sidewalk and pedestrian signal improvements in the vicinity of the State Street
Shipyard Pedestrian gate — this work was also incorporated into the HSIP project. Bids were opened
on January 31, 2017 and 3 responsive bids were received. Massana Construction, Inc. is the
lowest responsive responsible bidder with their bid of $1,514.230.00. The Washington State
Department of Transportation is required to concur with the City's recommendation to award the
contract; staff have recommended the bid for approval. The contract is in WSDOT standard format
as required for Federal Aid Projects; the complete contract is available for review in the Engineering
Office.
