SUMMARY: The Work to be completed under this contract includes demolition of the existing
membrane bottom liner and cover, installation of a new membrane bottom liner and cover fabricated
from chlorosulfonated polyethylene (CSPE) material, installation of a passive mixing system to
improve water circulation in the reservoir, and a new security fence surrounding the facility.
There were 3 bids submitted from contractors which were opened January 12, 2017. The lowest,
responsive, responsible bidder was JMG Constructors in the amount of $1,922,903 (which includes
sales tax).

FISCAL IMPACTS (Include Budgeted Amount): The project is included in the 2017 budget and is
funded by a DWSRF Loan of $2,300,000 previously approved for this project. A mid -year budget
adjustment is anticipated.

RECOMMENDED MOTION:
Move to approve the bid for the Reservoir 4 Cover Replacement Project from JMG Constructors in
the amount of $1,922,903 (which includes sales tax) and authorize the Mayor to finalize and execute
the agreement with substantially the same terms and conditions as presented.
