CITY OF BREMERTON
CITY COUNCIL
SUBJECT: Resolution No. 3279 to make a Study Session Date:. November 9, 2016
Declaration of Substantial Need for purposes COUNCIL MEETING Date: November 16, 2016
of Setting the Limit Factor for the General Department: Financial Services
Property Tax Levy and EMS Levy for 2017 Presenter: Cathy Johnson
Phone: (360) 473-5296
SUMMARY: RCW 84.55.005 allows for a taxing district with a population of 10,000 or greater to levy
taxes in an amount that is the lesser of 100 percent plus inflation or 101 percent. Currently the taxes
levied in the City of Bremerton in 2016 for collection in 2017 will increase by 0.953% except for the
amounts resulting from new construction and improvements to property, and any increase in the
value of state -assessed utility property.
RCW 84.55.0101 provides for use of a limit factor of 101 percent or less with a finding of substantial
need by a majority plus one vote of council members. The City general fund is reliant on the use of
fund balance to supplement ongoing revenues to meet annual operating expenditures. The
additional property tax authority will provide funds to be used for public safety, street maintenance
and preservation of the City's other basic core services. Failure to declare a substantial need will
result in a permanent loss of taxing authority.
ATTACHMENTS: Resolution No. 3279
FISCAL IMPACTS (Include Budgeted Amount): The estimated net increase in the 2017 general
property tax levy, if the resolution is approved, is $3,295. The estimated net increase in the 2017
EMS levy is $566.
