SUMMARY: Since 2013 the City of Bremerton has contracted with BERK to conduct fiscal analysis
for all the West Bremerton urban growth areas (UGAs): Charleston Beach, Gorst, Navy Yard City,
Rocky Point, and West. Hills. BERK has an industry -recognized expertise to conduct annexation
impact analysis and local knowledge of Bremerton that makes them very qualified to provide
professional services to the City.
DCD proposes building on the work that BERK has already completed for the City and analyze the
East Bremerton UGAs: Enetai and Tracyton. The proposed Professional Services contract also
includes developing an online calculator that will be incorporated into the City's website that will
assist residents to dynamically estimate the impact of annexation based on their unique household
circumstances. This online tool will be for residents of both East & West. Bremerton UGAs, and
should prove to be a very useful tool for the City to utilize to help communicate with citizens.
ATTACHMENTS: Professional Services Agreement with BERK
FISCAL IMPACTS (Include Budgeted Amount): The proposed contract amount is up to $51,250,
which has been budgeted within DCD's 2016 Professional Services.

RECOMMENDED MOTION: Move to approve the professional services agreement with BERK
Consulting Inc. for the annexation fiscal analysis and public outreach communication; and authorize
the Mayor to finalize and execute the agreement with substantially the same terms and conditions as
presented.
