SUMMARY: The City has selected Murray, Smith and Associates (MSA) to provide consulting
engineering and design services for the Wastewater Treatment Plant Sewer Interceptor Upgrades
Project. This selection is based on an evaluation of proposals submitted by three consultants
selected from the MRSC Consultant Roster. The project consists of improving the hydraulic capacity
of the existing undersized conveyance pipes that deliver raw wastewater to the headworks facility.
Key elements include pipe sizing, alternatives evaluations to establish route and methodologies, final
design and permitting, and construction management services during construction. A scope of work
has been submitted and negotiated in the amount of $313,486.

Move to approve the Professional Services Agreement with Murray, Smith, and Associates in the
amount of $313,486; and authorize the Mayor to finalize and execute the agreement with
substantially the same terms and conditions as presented.
