6D — RESOLUTION NO. 3279 TO MAKE A DECLARATION OF SUBSTANTIAL NEED FOR
PURPOSES OF SETTING THE LIMIT FACTOR FOR THE GENERAL PROPERTY TAX LEVY
AND EMS LEVY FOR 2017: Cathy Johnson, Financial Services Director, summarized that
RCW 84.55.005 allows for a taxing district with a population of 10,000 or greater to levy taxes in
an amount that is the lesser of 100 percent plus inflation or 101 percent. Currently the taxes
levied in the City of Bremerton in 2016 for collection in 2017 will increase by 0.953% except for
the amounts resulting from new construction and improvements to property, and any increase in
the value of state-assessed utility property.
RCW 84.55.0101 provides for use of a limit factor of 101 percent or less with a finding of
substantial need by a majority plus one vote of council members. The City general fund is
reliant on the use of fund balance to supplement ongoing revenues to meet annual operating
expenditures. The additional property tax authority will provide funds to be used for public
safety, street maintenance and preservation of the City's other basic core services. Failure to
declare a substantial need will result in a permanent loss of taxing authority.

BY TAXATION ON THE ASSESSED VALUATION OF TAXABLE PROPERTY WITHIN THE

Johnson, Financial Services Director, stated that cities over 10,000 in population are allowed to
raise their annual property tax collection by either 1% or the amount of the July Implicit Price
Deflator(IPD), whichever is lower. This year, the IPD was .953%.
As presented during the public hearing earlier this evening, the City is requesting the full 1%
increase to our general property tax levy over the prior year's collection, as allowed by law. This
increase, along with the amounts anticipated for new construction, has been included in the
City Council Reg. Mtg. Minutes

2017 Proposed Budget. in addition, we are also requesting the full 1% increase to the EMS
levy. The EMS amount anticipated in the 2017 Proposed Budget includes this amount.
RCW 84.52.020 requires all taxing districts to "certify to the county legislative authority, for the
purpose of levying district taxes...the amounts to be raised" by property taxes. RCW 84.55.120
requires that the certification includes the enabling tax ordinance setting the property tax rate.
