CITY COUNCIL BUDGET WORKSHOP MINUTES
Monday, November 7, 2016
The Budget Workshop of the City Council of the City of Bremerton was called to order in the
Council Conference Room 603 of the DICKS GOVERNMENT CENTER located at 345 6th Street,
Bremerton, Washington, Monday, November 7, 2016, at 4:03 PM, with Finance & Investment
Committee Chair Richard Huddy convening the meeting. Council President Eric Younger
arrived at 4:10 PM and presided over the remainder of the meeting. Council members present
were Richard Huddy, Dino Davis, Greg Wheeler, Jerry McDonald, Leslie Daugs, and Pat
Sullivan. Also present were Financial Services Director Cathy Johnson; Assistant Financial
Services Director Mike Riley; and Budget Analyst Caroline Tompson. Council Assistant
Christine Grenier was present to provide staff support to the Council.
Cathy Johnson, Financial Services Director, announced that the next Budget Workshop will be
held on Thursday, November 10 to include wrap-up and to respond to questions; then provided
presentations on the Internal Services and Enterprise Funds; followed by discussion regarding
utility rates and department operations.
Internal Service Funds:
• Risk Management
• Self-Insurance Health & Welfare Reserve
• Employment Security
• Employee Leave Liability
• Equipment Operations and Maintenance
• Equipment Rental & Reserve
• Informational Technology
Enterprise Funds:
• Wastewater Operations & Capital
• Stormwater Operations & Capital
• Utility Debt Reserve
• Gold Mountain Golf Course
Council recessed from 6:00 to 6:34 PM...
Following comments and questions from Council Members, President Younger announced
that the next Budget Workshop will be held on Thursday, November 10 beginning at 4:00 PM in
the Council Conference Room...
With no further business, President Younger adjourned the Budget Workshop at 8:24 PM.
