CITY COUNCIL BUDGET WORKSHOP MINUTES
Thursday, November 3, 2016
The Budget Workshop of the City Council of the City of Bremerton was called to order in the
Council Conference Room 603 of the DICKS GOVERNMENT CENTER located at 345 6th Street,
Bremerton, Washington, Thursday, November 3, 2016, at 4:00 PM, with Council President Eric
Younger presiding. Council members present were Richard Huddy, Dino Davis, Greg Wheeler,
Leslie Daugs, and Pat Sullivan. Council Member Jerry McDonald was absent. Also present
were Financial Services Director Cathy Johnson; Assistant Financial Services Director Mike
Riley; and Budget Analyst Caroline Tompson. Legislative Assistant Lori Smith was present to
provide staff support to the Council.
President Younger announced that tonight's Budget Workshop was for the Council to hear
presentations on the proposed 2017 Budget. It was further announced that this Budget
Workshop was open to the public, but there would be no opportunities for input or participation;
that no action will be taken, and the content of these items is subject to change.
Cathy Johnson, Financial Services Director, provided background on the 2017 budget process;
outlined assumptions and considerations for revenues and expenditures; provided an overview
of property tax, sales tax, utility tax, and charges for services; and covered changes within the
General Fund, Special Revenue Fund, Capital Improvement Fund, and Debt Service Fund.
Council recessed from 5:40 PM to 6:17PM...
Following comments and questions from Council Members, President Younger announced
that the next Budget Workshop will be on Monday, November 7 beginning at 4:00 PM in the
Council Conference Room...
With no further business, President Younger adjourned the Budget Workshop at 7:40 PM.
