The project will improve safety and security, while simultaneously improving the overall aesthetic look and feel of the secure access visible from City streets and businesses. The City received a grant from the Washington State Department of Commerce to construct the Tunnel improvements; however, the City's work scope has been revised to purchasing materials and equipment and providing them to the Navy to be integrated into a Navy project which will perform the construction. All of the items were competitively bid or selected in accordance with the City's purchasing procedures and state law, with the exception of the Secure Turnstiles which are required from a single manufacturer. Navy justification for sole-source purchase of the turnstiles is pending.
