SUMMARY: Based on an evaluation of qualified consultants from the MRSC Consultant Roster, the
City has selected Murray, Smith, and Associates (MSA)to provide consulting engineering services
for the Eastside Treatment Plant Outfall Replacement Project. The existing outFall pipe is undersized
and fills with gravel, resulting in hydraulic restrictions at the treatment plant during heavy weather
events. MSA will provide a design for modification/replacement of the outFall, obtain all permits, and
provide support during construction. A scope of work was submitted and negotiated in the amount of
$154,542.

FISCAL IMPACTS (Include Budgeted Amount): The work is fully funded in the 2016 Wastewater
budget. $100,000 is budgeted in 2016 for design and $1,000,000 is budgeted in 2017 for
design/construction.

RECOMMENDED MOTION:
Move to approve the Professional Services Agreement with Murray, Smith, and Associates, Inc. in
the amount of$154,542; and authorize the Mayor to finalize and execute the agreement with
substantially the same terms and conditions as presented.
