Capps 5012 Kean Street Bremerton, WA 98312 I ---i 7/31/80 GUIDELINES STORM DRAINAGE DETENTION BY MEANS OF ON SITE HOLDING CONTAINERS CITY OF BREMERTON The City of Bremerton like all progressive cities is suffering from "growing pains". One of the more serious problems is inadequate and obsolete storm drain facilities. Although Bremerton for the past many years has been involved in a storm-Sanitary Sewer Separation Program, the lack of immediate funds and work forces have made it difficult to pace this program with the rapid development of shopping centers, apartment houses and other complexes. The construction of these developments contribute greatly to the drainage problem due to the natural ground being covered 0Verby impervious surfaces such as asphalt parking areas, roof areas, and etc. Since the City's storm drain system is inadequate in its entirety, a serious flooding problem develops due to surcharged manholes and catch basins. The sudden concentrated surge of storm water injected into the combination sanitary and storm system during a typical rainfall literally drowns out the lift stationsand treatment plants, making proper processing of the effluent virtually impossible. This condition occurs at certain locations at the present time even during a moderate rainfall. Also, all systems that now discharge into natural streams and waterways become inundated and as a consequence cause a great deal of sedimentation and erosion in the streams and at the beach outfalls. The City of Bremerton is endeavoring to retard this concentrated surge of storm water by requiring the installation of storm holding containers within developments having large "hard surface" areas. (over 5000 sq. ft.) The installation is primarily a tank, a series of tanks or larger diameter pipes set in the ground that collect the storm runoff of the specific area, allmving the water to discharge or "bleed" through a small diameter orifice. The plumbing of the installation consists of a discharge or a"bleeder" line. The "bleeder" discharoes either into the street gutter or directly into the storm system. The bleeder line is sized to accommodate the entire area under ordinary circumstances. Also, incorporated in the system is an overflow of the same diameter as the bleeder line (See Fig. A). The function of the system is to restrict the discharge of the complete runoff to the small orifice and allow the storm water to surcharge in the tanks to the level of the overflow during a high intensity rainfall. The drainage from the overflow will last only a short interval before the rain intensity subsides to the point where the level falls below the overflow and the discharge continues through the orifice, reducing the incidence of "overloading". Guidelines-Storm Drainage Detention ~2- The volume of the tank, tanks or culvert between the invert elevation of the orifice and the invert of the overflow constitute the required holding capaci ty. The crite~ia used for determining the storage capacity needed for the subject area is based on the volume of runoff to be expected with a 25 year storm intensity in a period of 20 minutes, using a runoff coefficient of 1. The 100% runoff coefficient is utilized in the calculation to offset the fact that only the impervious area is considered. We have found that by using a factor of 0.30 gal per sq. ft. of impervious area in determining the required storage volume, that we arrive at a reasonably rational answer. The required release rate is .20 c.f.s. per impervious acre with a minimum of 1 1/2 inch orifice. See Table I for orifice vs available head sizing. Attaining sufficient storage capacity within the installation many times may be a problem depending on the relative elevations of the development site, adjacent street and discharge point of the bleeder line. Since the discharge point of the bleeder must be lower than the invert of the orifice, depending on tank depth for storage may be out of the question. In this situation, lateral or horizontal storage may be necessary. Examples for suggested methods of detention: 1. A series of shallow basins inter-connected (Fig. C) 2. Using a large diameter pipe as an appendage to the basin. (Fig. C) 3. Using several large diameter pipes with the basin as the hub.' (Fig E) In the event the elevation of the development site is sufficiently higher than the street, the bJeeder line may discharge in the street gutter (Fig F) , providing proper storm sewer facilities are not available. Incorporated in the installation are two "goose neck" oil separators, one on the orifice and one on the overflow. These make it possible to draw off the water below the level of the floating oil. Fig B shows the option of locating the detention plumbing on the outside of the basin. This may be advantageous in that it will afford more working room inside the basin. If culvert, 48" in diameter or over is used, both ends should be sealed by welding on plate and a flood pipe welded into the plate at the invert of the culvert. On culvert less than 48" in diameter, only one end is sealed because one end is connected dir- ectly into the control basin. Flood pipes should be the same diameter as the bleeder line. Culverts, 48" diameter or over should have access holes at the high end in accordance to Fig G. Culverts, less than 48" in diameter should have flushing ports at the high end in accordance to Fig H. Care should be taken to allow air through the access covers by utilizing grates or covers that are perforated. This is to prevent air lock in the culverts as they become charged. If tanks are to be used, such as a series of septic tanks, which have access hatches below the ground, the tanks should be interconnected above the overflow level with 2" pipe for air escape. In the use of a series of tanks, the interconnecting flood pipes should be at the floor 'Of each tank and a grouted "v" insert should be formed to meet the invert of each flood pipe. All detention containers should slope to the control basin at a grade of .002 (.20%) to .003 (.30%). .. Guidelines-Storm Sewer Detention -]- All developments including parking lots involving 5000 sq. ft. , or more of impervious surface shall be required to install storm detention. parking areas surfaced with crushed rock or gravel shall be considered impervious. All additi6n~ of impervious area to existing developments or parking lots that will result in an overall area of 5000 sq. ft. or more, will be required to install detention. In the event a detention system already exists on the development or parking lot, an increase of capacity of the existing system will be required to care for the impervious addition. Existing developments that are eradicated and replaced by a major redevelopment as determined by the City Engineer will be required to install detention if the impervious area constitutes 5000 sq. ft. or more. The City is cognizant of the expense of these installations and is making every effort to seek out and approve the most economical construction methods, materials and components" Existing systems used in the City to date utilize standard septic tanks, tanks cast in place, prefabricated manholes, steel tanks that have been treated for corrosion control, and above ground detention ponds, several of which have been incorporated into landscaping schemes and parking lot areas. If large diameter pipe is to be used, corrugated metal pipe, (either asphalt treated steel or aluminum) is acceptable.
