PUBLIC HEARING
8A— PUBLIC HEARING TO ADOPT SUBSTANTIAL AMENDMENTS TO THE 2014 AND 2015
CDBG ACTION PLANS: Sarah Achaoui, CDBG/HOME Program Administrator, explained that the
City has unspent CDBG grant funds totaling $25,000 ($5,000 of 2014 funds and $20,000 of 2015
funds) for down payment assistance. There has only been one loan funded with this program and
the City runs the risk of losing the rest of the funds. The City released an Action Plan Substantial
Amendment notice on August 9th for a 30-day comment period; no comments were received during
this time period. CDBG staff proposes cancelling the remaining funds committed to the Down
Payment Assistance Program and moving the funds to Kitsap Community Resource's (KCR)
Weatherization and Minor Home Repair program. Because KCR was awarded funds in 2014 and
2015 for Weatherization and Minor Home Repair this would essentially increase their previously
contracted amount.
President Youn_qer opened the public hearing...
Terrv Fessner thanked the City for not letting the funds expire, and in doing so, helping people
who have older homes that need weatherization.
With no further comments received, President Youn_qer closed the Public Hearing...
06:18:40 Motion was made by Daugs, and seconded by Davis... Wheeler recused himself due to
his service on the KCR Board of Directors...

COUNCIL MEMBER REPORTS
Richard Huddv announced that the 29th Annual Bremerton Central Lions Dinner and Auction on
Saturday, October 15 will benefit the Bremerton High School Band Program "Knights in Harmony".
Greq Wheeler stated that volunteers are needed for the next Kiwanis Field Work Party on
Saturday, September 24 from 9:00 to 11:00 AM; provided an update on the College Instruction
Center Project and surrounding parking; and was troubled to learn that the only reason the City
Council was informed of the turmoil taking place in the Public Works Department was because an
article was going to be printed in the Kitsap Sun newspaper about it. And as Chair of the Public
Works Committee, he emphasized the role of the committee is to discuss current and upcoming
projects, and budget timelines -they do not discuss or ask questions about personnel issues. It is
the Mayor who is responsible for personnel issues, and it is the Mayor's prerogative to decide
when and how much information will be shared with the City Council. He also added that as the
Legislative branch of the City government, it is the City Council who would approve of any
reorganization. He expressed his concern for the morale of City employees and staff, and stated
that communication and trust are the solutions to creating a positive working environment.
Jerrv McDonald shared that Dylan Fabrics on Pacific Avenue is now open; Elixer Fixer located
next to the Manette Saloon will host its Open House and Grand Opening on Saturday, October 1
