SUMMARY: Due to the complexity and scope of the Bremerton Harborside ParkIBldg 50
renovationlMemorial Plaza Project, the use ofthe General Contractor/Construction Manager
Alternative Public Works Procedure wttl serve the public interest by providing a substantial fiscal
benefit and that use of the traditional method of awarding contracts in lump sum to the low responsive
bidder would not be practical for meeting desired quality standards or delivery schedules for the
project.
