I have also attached two pictures of the dedication plaque for the work done on 4th Street in 1993. Please forward this to ALL City Council members as it deals with a vote the complete City Council will make in the near future. Please forward to the new CDBG appointed members (believe the last City Council meeting said there were 3 new appointments). Thanks Terry Fessner 360-471-8847 1 How did 4th Street become a one-way street and who spear headed this effort? 4th Street was changed to a one-way street in 1993 much to the dismay of the property owners on 4th Street. Trees were planted and the sidewalks widened to make a pedestrian gateway between downtown and the waterfront. Spearheaded by City Hall — then located on that block of Fourth — its $389,000 price tag was paid by property owners. Then-Mayor Louis Mentor said the finished street "gives you a resort feeling." As a matter of fact, many of the 4th Street property owners stated changing the street to a one-way street would destroy all retail on the street. Fast forward to 2016, and they were right – all retail ceased to exist on 4th Street and it largely became art studios as this area is an "Arts District" with little or no retail. During this one-way change to 4th Street, the property owners were taxed, via a Local Improvement District (LID), for the improvements. The Weirs, who owned the old Bennett Ford Building and the Lent Building next to the Dietz building, were charged $78,000 to be paid back over 10 years. Steve Rice and all other property owners on 4th Street, between Washington Avenue and Pacific Avenue (200 Block of 4th Street), were charged similar rates for their properties. Bruce, who was part of the Dietz Trust and the Dietz Building, told me he had to actually move the building's basement in from the sidewalk (4th Street side only). This was an enormous expense for the trust and his family. See, many of the buildings in Bremerton have their basements extend into the street area (specifically below the sidewalks). As a matter of fact, the Kitsap Museum still has their basement under the sidewalk. That is why you see them out on the sidewalk periodically sealing the sidewalk joints. If they don't, the basement ceiling, which is actually the sidewalk, would leak water into their basement, and trust me it has destroying lots of artifacts in the past!!! I believe the first several Blackberry Festivals were held on the newly renovated 4th Street. This was before Carol Atkinson, I believe Paulette, Lou Mentor's wife and Delores Weir were the original creators of the Blackberry Festival. Fast forward to building the hotel on 4th Street 6years ago. The Christmas tree sitting steps and actual live Christmas tree, provided and paid for by the Weirs, was removed and not replaced. It was "just in the way" of progress I guess. The 4th Street pocket park granite memories were subsequently moved to other locations within the city (Bremer stone piece and our sister city stone piece). The pocket park with the gazebo was subsequently destroyed as the new hotel would sit in its place. In 2015, the Lyons fountain was removed. This fountain required little or no maintenance (it was just a pump spewing water out of a lion's mouth and going down a waterway with river rocks) and was a welcome attraction on 4th Street. It was removed by the City with total disregard to who the fountain was in memory of (there was a brass plaque located on the fountain stating who it was in memory of) and the appeal it added to 4th Street. It was replaced with concrete which does not match the current sidewalk and brick work installed on 4th Street during the LID. As a side note, I always loved it when someone would put soap in the fountain and lots of soap suds would spew onto 4th Street. It occurred several times a year!!! It was just part of the downtown's "fabric". Today is Sunday (11 September 2016) and I just went and visited Bruce over at the Stafford on Lebo. He was in good spirits with his mind as sharp as ever but unfortunately is body is giving out with the prostate cancer. Bruce's Great-Grandfather built the Dietz building in 1914-1915. In 1938, Mr. Odburg rented space from him but needed more storage space so he dug under 4th Street for additional space. This is why Bruce had to restore the original foundation and fill in the "hole" in 1993 at the cost of $25,000. His portion of the LID was around $36,000. By the way, Bruce's Grandfather Hauschel (on is Dad's side) named Pleasant Avenue (the street right across from the Government Center). He chose "Pleasant" as all the property owners were really pleasant at that time!!! It is just amazing when you talk to people face to face — you really get to learn a lot of information. So in summary: ✓ 4th Street was changed to a one-way street in 1993, paid for by the property owners via a LID as well as others (see attached picture for the Dedication of 4th Street Plaque). ✓ Some of the buildings which had basements under the sidewalk were modified so the sidewalk was no longer the "ceiling" of the basement. Other properties did not do this change. ✓ The newly renovated 4th Street, a one-way pedestrian gateway between downtown and the waterfront, was the home of the first several Blackberry Festivals. ✓ Part of the LID (Christmas tree steps with a live tree and the Lyons Fountain) have been removed as part of "progress". ✓ News Flash - This just in from WTF Bremerton — Steve Rice was the design architect for the original 4th Street conversion to one way in 1993 — and now back to the letter 4th Street, as a one-way street, was spear headed by the City. I have attached a picture of the 4th Street Dedication Plaque located on the 4th Street Parking Garage. Steve Rice was the design architect for this project. This was Steve Rice's cure for the vacant buildings and lack of retail. His thoughts in 1993 were totally wrong as changing the street to one-way did not work as viewed from the 2016 timeframe where we still have empty buildings with little or no retail. AND NOW MR. RICE WANTS ANOTHER GO AT 4TH STREET WITH PLANS THAT WILL WORK THIS TIME — REALLY STEVE RICE — FOOL ME ONCE SHAME ON YOU, FOOL ME TWICE SHAME ON ME!!!! News Flash - This just in from WTF Bremerton — Steve Rice has found the goose that lays golden eggs on the 200 block of 4t" Street, Bremerton Washington — and now back to the letter. This is the first installment on the NEW 4th Street effort to use CDBG funding and eventually tax payer money to pay for the 6 million dollar street improvement — let's see we have private investment dollars of 11 million dollars which will get us roughly 50 apartments and 3,000 square feet of retail on the north side of 4th Street and all we need to do is fund 6 million dollars public money for the street. 1r44411P \ • WE BELIEVE THAT CITY STREETS CAN BE MADE WO? Thanks Terry Fessner 360-471-8847 1 The New Hotel — Fairfield Inn & Suites - Marriott I am going to establish some facts first in this letter and then a discussion using these facts. ✓ Occupant Load 978 per Certificate Of Occupancy dated 04/05/2010 and signed by Andrea L. Spencer (as provided to me on 2016 09 16 by Bremerton Community Development). ✓ The Fairfield has been open for 6 years. ✓ The Fairfield planning started around 2007 with the planning, public input, demolition and subsequent new construction ending in the spring of 2010 (3.5 years to make this a reality). ✓ The Fairfield has 123 rooms and 9 suites configured as follows: o Guest Room — 1 King o Guest Room — 2 Queen o Studio — 1 King, Sofa Bed o 1 Bedroom 2 Room Suite — 1 King, Sofa Bed o Spa King Guest Room — 1 King, Whirlpool o 1 Bedroom Suite — 1 King, Sofa Bed, Whirlpool o 2 Bedroom Suite — Bedroom 1: 1 King, Bedroom 2: 2 Queen, Sofa Bed ✓ The Fairfield is 4 Floors above ground with 2 floors below ground for parking ($7 daily) ✓ The 200 block of 4th Street (Washington to Pacific buildings only), as measured by my Measure® Master by Rolatape (Made in Spokane, Washington — Model MM-12), is 617 feet with 254 feet for the hotel (42% of the south side of 4th Street is the new hotel). ✓ BMC 20.75070(e)(2) states "At least 50% or greater of the sidewalk level frontage must be used for retail, restaurant, entertainment, or other such use" (from Pre-Submittal Report BP06 00180 dated November 6, 2006 — Land Use 1.2.f)2 Primary Pedestrian Streets) — Please note I had trouble reading my notes on the BMC number— may not be totally correct! ✓ Letter dated 15 November 2007 from Lighttower John... Associates states "Street Improvements are not being proposed (Item 5g). ✓ Letter dated 15 November 2007 from Lighttower John... Associates states "1St floor restaurant 4,543 square feet (other places I saw up to 5,100 square feet). So here we go City Council, you will now see my analytic mind go to work as I don't believe in "build it and they will come". I will give you a moment to relook at the above facts so you won't have any surprises on the discussions and conclusions I am about to present — maybe you could jot down some of your conclusions before reading mine. So let's get started with the voice of reason. The restaurant, as required by your BMC, occupying 102 feet of frontage of 4th Street (17% of the block) has sat empty for the last 6 years. This is in spite of the 4th Street being redone around the Fairfield (sidewalks redone and enlarged, diagonal parking removed for lots of cars and replaced with parallel parking for 3 cars) and Washington Avenue being redone. Lots of windows and doors on both 4th Street and Washington Avenue. The space is new and configured for a restaurant. We have a potential occupancy level of 978 in the hotel and that fact did not "entice" a business person to establish a restaurant. This occupancy level is a change out daily — it is not the same people — it changes daily and guests arrive and depart the Fairfield. What better place for a restaurant than this and yet sadly, after 6 years, there is none. News Flash - This just in from WTF Bremerton — There is not a single flowing pear tree around the Fairfield as a matter of fact the south side of 4th Street (42% of the 200 Block) was totally reconstructed 6 years ago — and now back to the voice of reason. The developer stated "STREET IMPROVEMENTS ARE NOT BEING PROPOSED". So why does the City of Bremerton believe they are required now? Hey the spender of my tax dollars, you have but one chance to do something so do it right the first time and move on. Going back and redoing projects is just a waste of money and staff time. The City needs to focus on bringing in retail in the Kitsap Way and Wheaton Way corridor, streets and sidewalks that haven't been touched in 50 years (and yet this portion of 4th Street was totally redone in 1993 and 42% of the south side redone in 2005), establishing a city that is enticing for new families in the 25 to 40 age bracket so their children will then populate the city etc. Sorry, I got on my soapy box — this is a topic for another letter because there is so much to say and explain. Back to the voice of reason. So now we want to add 46 units (46 — 100 people probably) and put on the market 3,000 square feet of retail space but the City of Bremerton feels they need to spend $600K on engineering and another $6 million on construction of a street. WOW, just WOW. The Fairfield added a potential 978 people with no real changes to our downtown. I am sorry to say that this new development effort, led by the Sound West Group (SWG), is really "not significant" in the grand scheme of things. Yes, it is welcome change but it is not the cure all for our problems. Please redirect the CDBG funding elsewhere or just don't use it (I think it rolls over to next year). The Fairfield has been open during the current Mayor's tenure so she and her staff have had ample opportunity to assist the Fairfield in getting the restaurant open. She did not do this. She feels spending $6 million on a street is a better approach. Please with your vote, inform the Mayor the Council is done with this stupidity and constant redo of projects that were done in the past. The Mayor and her staff need to be working on real issues not as I heard one person say "lipstick on a pig". This is the second installment on the NEW 4th Street effort to use CDBG funding and eventually tax payer money to pay for the 6 million dollar street improvement — let's see we have private investment dollars of 11 million dollars which will get us roughly 50 apartments and 3,000 square feet of retail on the north side of 4th Street and all we need to do is fund 6 million dollars public money for the street. ✓ How did 4th Street become a one-way street and who spear headed this effort? AGENDA BILL CITY OF BREMERTON CITY COUNCIL SUBJECT: Public Hearing and adoption of Study Session Date: September 14, 2016 Substantial Amendments to the 2014 & 2015 COUNCIL MEETING Date: September 21, 2016 CDBG Action Plans Department: DCD-CDBG Presenter: Sarah Achaoui Phone: (360) 473-5375 ' SUMMARY: The City has unspent CDBG grant funds totaling $25,000 ($5,000 of 2014 funds and $20,000 of 2015 funds)for down payment assistance. There has only been one loan funded with this program and the City runs the risk of losing the rest of the funds. The City released an Action Plan Substantial Amendment notice on August 9'h for a 30-day comment period; no comments were received during this time period. CDBG staff proposes cancelling the remaining funds committed to the Down Payment Assistance Program and moving the funds to Kitsap Community Resource's (KCR)Weatherization and Minor Home Repair program. Because KCR was awarded funds in 2014 and 2015 for Weatherization and Minor Home Repair this would essentially increase their previously contracted amount.
