SUMMARY: The City signed an agreement for design services with Gray & Osborne, Inc. on August
21, 2013 for the Lower Wheaton Way Project at an original cost of$187,480. On September 30,
2014 Council approved a Supplemental Agreement increasing the contract value to $267,480; the
increased cost was for design revisions, and to provide construction support services for the Lower
Wheaton Way project. Additional supplements were executed to extend the term of the consultant
contract to design the storm water outfall. Staff recommends another supplemental agreement for
$12,695 to complete the East Park Stormwater Outfall. Tasks include SEPA permit review and
response, permit applications, final plans, specifications, construction support, and cost estimate.
The new total for the contract is $280,175 and the contract completion date is extended to
September 30, 2017 since the construction will be done during the summer of 2017.

FISCAL IMPACTS (Include Budgeted Amount): This project is funded by the stormwater utility, and
is within the budget of the project.

RECOMMENDED MOTION: Move to approve the Consultant Supplemental Agreement for
Supplement No. 5 with Gray & Osborne, Inc. for the East Park Stormwater Outfall Project; and
authorize the Mayor to finalize and execute the modifications with substantially the same terms and
conditions as presented.
