Department Reviews: Engineering: The Engineering Dept. has no objection to the proposed addition to the existing facilities at 4846 Auto Center Way. Fire Dept.! No objection. Bldg. permit is required for Fire Dept, review. Wastewater: No apparent problems to sanitary sewers, Building: No comment, 8. The present structures on the site were apparently constructed a number of years ago, possibly prior to annexation. The proposed use is an accessory building to an already existing non -conforming use, 9. Section 1302 of Zoning Ord, 1792 states that the Planning Commission may permit in a zone any use not described in this ordinance and deemed by the Commission to be in general keeping with the uses authorized, 10. The proposed facility would provide office space, shelter and a more orderly procedure for a function which is already operating at the State Patrol facility. 11, The visibility in and out of the State Patrol facility from Auto Center Way via Searle is poor. The proposed change in access to a one way flow, in from Searle and out to Auto Center Way will lessen the sight distance problems. Both left and right turns from Searle are risky, whereas left turns directly to Auto Center Way from the proposed exit are subject to sight distance limitations. The location of the driveway to Auto Center Way should be carefully located. A location as far west as possible may be best and provide the best sight distance. The State Patrol should coordinate closely with the Engineering Dept. regarding this driveway. 12, It appears from the site plan presented that the new building will be built partially within the wooded area on the eastern portion of the site and that fill or foundation walls will be required to support the structure at the level of the parking area. A good deal of grading will be necessary to cut the egress drive down to the level of Auto Center Way. CONCLUSIONS NOW, THEREFORE, the Planning Commission Eoncludes that-the-regpest.fo"r Special Use Permit for a proposed 30' x 501 'metal building to house the drive-through vehicle inspection function at the existing Washington State Patrol Headquarters at 4846 Auto Center Way, and the revision of traffic flow to ingress from Searle and egress to Auto Center Way is consistent with Comprehensive Planning for the area and is hereby approved under Sec, 1302 of Zoning Ord, 1792, The proposal as presented should not be detrimental to the public welfare nor to the property of others located in the vicinity thereof as it is an extension of an already existing use, if developed with the following conditions: 1, The property is to be developed essentially as indicated on the site plan which accompanied the application. 2.
