Per recent conversations with Jan Stemkowski and David Mum I offer the following statements. The noted punch list covers properties 4841 Auto Center Way and The Hallett Business Center is concerned with repairs _ only to 4841 Auto Center Way, or those that will impact services provided to our parcel. Item # 2 Sanitary Sewer Man Hole on Wilkes - ring alignment_ This item needs to be verified, some of this work has been completed. No direct impact on 4841. Item # 3 Slope Protection on Western. Vacant property at east side of Western is currently being considered for regrading and developement, property owner Evan Burley would not cooperate at the time of construction. No impact on 4841. Item # 4 Stop sign at western. Item # 5 Centerline. The City of Bremerton has taken care of these. Item # 6 Sanitary Sewer cleanout is located at the south west corner of the building adjacent to south access door suite 101. Item # 7 Grade of sanitary sewer line at alley way behind 4843. This work was completed during adverse weather on a Friday afternoon. The City was notified to inspect the work but timing was critical and the work was covered prior to rains and the weekend. This is a private line, and if necessary maintenance could be assumed by building owners of 4841 and 4843. Items # 8-9-10-11-12 Storm Detention. Nord Olson Engineering provided an engineered solution to these problems. Flans should be on file at engineering 4841, Hallett Business Centex- has changed over our drainage plan to conform to the engineered solution. The catch basins have been split and a new basin has been added per plan. Orfice sizes need to be verified. Other work not complete at this time is a retaining / seperation wall to be built between 4841 and 4843. This work is scheduled as funds will permit. Construction of the seperation wall and verification of orfice sues should bring 4841 in to compliance with City requirements for above ground storm water detention. This is especially important in lieu of drainage LIDS that have been discussed in the Auto Center area. It is our opinion that when our system is in compliance, then the Hallett Office Center should not be accessed in the same rate as others who have no provision for detention. Item # 13 Access to Storm Line. Upon review of this condition. catch basins are off set from the 8" line, however, access for clean out purposes is good. No impact on 4841. This is unacceptable. (10) The orifice in the control structure for area one is too large. Needs to be properly sized. (11) The detention pond for area ..two is inaccurately shown on the as - built drawings. If a pond depth of 1.1 feet is used, a larger area of the parking lot is -flooded than shown. The entire parking lot between Building two and the planter would be under water. Also, the volume of the planter should be deducted from the storage .capacity. The maximum pond depth should be limited to the height of the planter so that the planter dirt does not wash into the storm system with each flooding incident. (12) The orifice in the control structure for area two is too large. Needs to be properly sized. (13) There is no access to 8" PVC storm line along 480 if that goes around building two. Sanitary sewer manhole on Wilkes needs to have rings realigned. 2. Street patch needs .to be saw cut. 3. Slope protection along Western Avenue needed. 4. Stop sign on Western needed. 5. Centerline markings on Western needed. 6. Sanitary sewer cleanout at building 0two not to surface as shown on as -built. 7. Need to provide verification by a method approved by Engineering that sanitary sewer line between Wilkes and parking lot two has proper grade. 8. The detention pond for area one does not provide adequate storage capacity. It provides only about 12% of the required storage. 9. They proposeA using an orifice on the overflow for area one. This is unacceptable. (10) The orifice in the control structure for area one is too large. Needs to be properly sized. (11) The detention pond for area two is inaccurately shown on the as - built drawings. If a pond depth of 1.1 feet is used, a larger area of the parking lot is flooded than shown. The entire parking lot between Building two and the planter would be under water. Also, the volume of the planter should be deducted from -the storage capacity. The maximum pond depth should be limited to -the. height of the planter so that the planter dirt does not wash into..the storm system with each flooding incident. (12) The orifice in the control structure for area two is too large. Needs to be properly sized. (13) There is no access to 8" PVC storm line along 480 if that goes around building two. The original plans show catch basins at each horizontal direction change. (14) Need to submit piping detatT of overflow piping for area two for approval. (15) The slope along the south portion of property should not be steeper than 2:1. (16) The fill material on south portion of property needs to be compacted and dressed up. BOX 6005 it 2726-A BLACK LAKE BLVD, * OLYMPIA, WA 98502 Cr (206) 357-4450 t REPORT OF SOILS INVESTIGATION HALLETT BUSINESS CENTER I BREMERTON, WASHINGTON This report presents the results of our subsurface investi- gation for the proposed business center to be constructed on the property west of Western Avenue and southwest of Auto Center Way in Bremerton, Washington. It is our under- standing that the structures will have two stories and will also have daylight basements in order to use the pro- perty slope to best advantage. We understand that concrete walls will be utilized for the basements and that these walls will also function as retaining walls; wood frame construction will form the above -grade walls. Plans sup- plied for our review indicate interior columns supported on isolated interior footings. Concrete slabs on grade are planned for floors where grade allows their use. Our purpose in this investigation was to explore the soils on the project site in the proposed building locations and to develop the necessary information for site work and foundation design. Work was authorized on behalf of Hallett Construction Co. by Mr. Paul Hoskinson of Hoskinson & Associates. (2) SITE CONDITIONS Surface Conditions This site was formerly a part of the Jackson Park Naval Housing Facility. Previous structures have been demo- lished or removed from the site. The concrete from those structures' footings and sidewalks, however, has been pushed into a windrow on the west property boundary where it is presently overgrown with blackberries. In general the site slopes gently to the south with only low brush and grasses. Near the north building line of the proposed warehouse, however, a change in vegetation occurs and there is a marketable stand of Douglas fir. Also at this transi- tion, the slope steepens towards the south property line. On the adjacent property to the west a steep cut slope is exposed. Subsurface Conditions Subsurface conditions were explored by three test borings conducted under our supervision on September 20, 1984. The explorations were made using a truck -mounted, B-41 mobile Explorer drill with continuous flight, hollow stem augers to advance the borings and to provide borehole sup- port between sampling intervals. Samples were obtained at standard intervals using a two-inch outside diameter, split -spoon sampler driven by a pin -guided, 140 -pound weight free falling 30 inches. The blows per six-inch drive were recorded. The first six- inch drive interval is allowed for seating of the sampler. The blow counts for the next two six-inch intervals, when combined, yield the standard penetration resistance (N - value) of the site soils encountered in our explorations. Soils were visually classified in the field as they were recovered. Representative samples were returned to the laboratory for evaluation of their engineering properties. The boring logs and the laboratory test determinations are presented in the appendix of this report. (3) 0 w In general the site is covered by a one- to five-foot thick layer of either alluvium derived from till or recessional gravels overlying what is interpreted as '.Vashon glacial till. This material is firm to dense in its present state of consolidation. Till extended to the full depth of our explorations, and examination of the cut slopes immediately west of the property line indicates that the till extends at least 15 to 20 feet below the existing surface of the site. Dense outwash sands are typical in this area although none.were encountered in our explorations nor exposed in the adjacent outcrops. No ground water was observed in our explorations; however, during the rainy season, water may flow at the boundary of the alluvium and the dense till which is, for all practical purposes, impervious. CONCLUSIONS AND RECOMMENDATIONS This site offers excellent support for the standard footing systems used to support structures 'and slabs on grade. The underlying cemented till has many properties similar to those of lean concrete, so that, for footings placed on or in the till, a maximum safe bearing value of 5,000 pounds per square foot is recommended. Lateral Soil Pressures It is our understanding that foundation walls will also act as retaining walls. Cuts exposing cemented till are not anticipated to add significant lateral load to founda- tion walls. We recommend that a minimum of two feet exist between the back face of the foundation wall and the exposed face of the till. We also anticipate that a vertical face can be cut and maintained in the till. If the resulting void is backfilled with clean, free draining granular ma- terial placed in accordance with the Earthwork Criteria Section of this report, and if a collection system at bot- tom -of -wall elevation is included in the design, then the design of the retaining walls may be computed to resist an equivalent fluid density of 30 pounds per cubic foot. In the design of the retaining/foundation walls where they also carry adjacent concrete slabs on grade, consideration should be given to the reaction of the wall with the slab on grade. (4) Floor Slabs 0 To ensure dry slabs for the new buildings, both a capillary break and a vapor barrier are recommended. The capillary break can consist of four inches of clean, freely draining, two-inch minus gravel or two inches of pea gravel. Provi- sions should be made in the design for the drainage of the capillary break material. The vapor barrier should be placed between the capillary break and the concrete slab, and its integrity should be maintained where mechani- cal penetrations extend through it. Seismic Site Period The Bremerton area is included in the Puget Sound Lowland Geologic Province which is in Seismic Zone 3, as delineated in Fig. 23-1, Seismic Zone Map of the United States, 1982 Uniform Building Code. Actual ground motion observed at the site during a seismic event would be influenced by the distance from the epicenter, the depth to bedrock under the site, and the degree of saturation of the soils at the time. We recommend that a value for Ts between 1.0 and 1.2 seconds be used for design. In general, this range is accepted as typical for sites constructed upon glacial soils in the Puget Sound area. Settlement Settlement of footings designed to the bearing values pre- sented, and placed upon soils prepared in accordance with our recommendations, are not anticipated to be significant. Generally, both total and differential settlements of 0.75 inch or less are expected to occur, if the recommendations of this report are followed. Most of this settlement will occur during construction, after loads are imposed, with little long-term settlement expected. General Notes and Observations The Vashon glacial till is dense but rippable. Excavation of utility trenches into the till is feasible with standard construction equipment, but excavation will be slow if small equipment is used. Surface water flow at the boundary of the till and the overlying recessional gravels may be encountered, and control of this water will be required if construction of utility trenches is done during rainy periods. Excavated till is marginal for backfill and would become unsuitable if allowed to become saturated. (5) Earthwork Criteria In areas under structures, paving sections, and sidewalks, strip all topsoil and organic material. For structural fill in areas under footings and slabs on grade, we recom- mend that all soils be compacted to a minimum density of 900 of ASTM D-1557 for cohesive soils or to 820 of relative density as determined by ASTM D-4253 and D-4254 for non- cohesive sails. This includes proof -rolling native soils exposed in the bottom of the excavation prior to placement of fill. Materials under the paving section should also be compacted to the minimum density by proof -rolling prior to placement of the paving section. This includes proof - rolling in-place native soils, soils that have been dis- turbed during construction, and all structural fill ma- terials. For imported structural fill we recommend that a clean, six-inch minus, well graded gravel or gravelly sand (clas- sifying as GW or SW as determined by ANSI/ASTM test method D-2487) be used. We also recommend that no more than 70 by weight pass the #200 screen as tested by ANSI/ASTM D- 1140 test procedure. All fill should be placed in uniform lifts of six to eight inches loose thickness, conditioned to the optimum moisture content, and compacted to the specified minimum density before placing the next lift. We further recommend that all utility trench backfill be compacted as specified above. Earthwork should be performed under the continuous supervi- sion and testing of the soils engineer or engineering geolo- gist to ensure compliance with the compaction requirements. Placement of fill sections on slopes greater than 4:1 (hori- zontal to vertical) will be benched as directed into native soils. Height and width of the bench will be determined in the field by the soils engineer or engineering geologist. Unrestricted slopes shall not exceed 2:1 (horizontal to vertical) for fill embankments and cuts that expose native soils. All fill slopes will be rolled. The project's civil engineer is responsible for the protection of the i L.. (6) constructed fill slopes from uncollected runoff. We recom- mend that all cut and fill slopes be seeded as soon as possible after construction to allow for the establishment of vegetation in order to protect the slope from sheet washing. Placement of fill will be suspended during periods of un- favorable weather. No fill is to be placed while the fill material is frozen or thawing. When work is stopped by rain, the placement of fill will not resume until the soils engineer or engineering geologist determines that 'the mois- ture content is suitable for compactive effort, and that the previously placed fill has not been loosened. The contractor will take appropriate measures during unfavorable weather to protect the fill already placed. Measures that may also be required include the limiting of wheeled traffic and grading to provide temporary drainage of the fill. At the direction of the soils engineer or engineering geolo- gist, the contractor will be responsible for the removal or reworking of fill that has softened to less than the required compaction. LIMITS OF LIABILITY The soils engineer and engineering geologist are responsible for the conclusions and opinions contained in this report based on the data relating only to the specific project and location discussed herein. In the event conclusions and recommendations based on these data are made by others, such conclusions and recommendations are not the responsi- bility of the soils engineer or engineering geologist unless he has been given an opportunity to review them and concurs in such conclusions or recommendations in writing.
