CITY OF BREMERTON
CITY COUNCIL
SUBJECT: Upgrade current storage Study Session Date: 8/24/16
solution with a Dell Compellent SC4020 COUNCIL MEETING Date: 9/7/16

SUMMARY: The City's main storage solution consists of a Dell PowerVault model MD3200i directly
connected to the VMWare 3 host server core. This appliance was purchased late in 2011. The
MD3200i appliance contains 12 finro-terabyte drives and is positioned in the middle of Dells' entry
level class of equipment. Equipment of this nature has a useful life expectancy of 4-5 years. The
replacement of this appliance was scheduled for 2015 in the IT departments Capital Improvement
Plan for which $25,000 was set aside. IT workload in 2015 precluded us from scheduling this work
so the CIP funds were carried over into 2016's budget.
In May of this year, the MD3200i suffered a failure that took the appliance offline for an extended
period of time. The earliest system to "Return to Normal Operations (RTO)"took 18 hours with the
longest return at 4 days. This RTO time is unacceptable.
In June of 2016, the City contracted with GSCIT, a local Dell partner solutions provider, to provide an
assessment of our existing storage infrastructure and to make a recommendation given our current
and future perFormance expectations. From that study, the recommendations were to; 1) introduce a
storage area network(SAN) component to our solution for fault tolerance and; 2) upgrade the
storage appliance from the entry level Dell Powervault series to the an enterprise class Dell
Compellent series storage array.

FISCAL IMPACTS (Include Budgeted Amount): This capital project was schedule for 2015 and as
such the project budget was set in the summer of 2014 and it was intended to be a refresh using the
same class equipment. In light of GCSIT study recommendations, it is necessary to increase the
budget to bring in a class of equipment better suited to our operation. The project cost is $55,485.00
plus a tax of$4,826.76 bringing a total project budget of$60,311.76. The CIP budgeted for
2015/2016 is $25,000 plus we have a $6,000 network switch replacement line item in our 08M
budget that is available for this project. This leaves the project deficit of$29,311.76 which will come
from 2015 carryover funds and ending funding balance.
