President Youn_qer opened the public hearing...
Terrv Fessner read a letter into the record to express his concerns with this transaction,
summarizing that Olympic College should spend the costs to improve the building and not the City.

8B —ORDINANCE NO. 5306 AMENDING CHAPTER 15.03.040 OF THE BREMERTON
MUNICIPAL CODE ENTITLED "SERVICE BEYOND CITY LIMITS": Roper Lubovich, City
Attorney, stated that the proposed ordinance would amend provisions of Chapter 5.03.040 of the
Bremerton Municipal Code entitled "Service Beyond City Limits" relating to the provision of ,
wastewater utility services outside city limits.
Joe Keller expressed concern that the action of this proposed ordinance would be a deterrent that
would drive away; and asked what the costs are expected to be and how long it will take to annex
into the City. Allison Satter, City Planner, estimated the time to annex could be 3 to 4 months,
while more complicated annexations could take up to 6-months; and stated the cost was difficult to
determine at this time, but in looking at past annexations, the costs have been $320 for
environmental reviews. And when reviewing other cities, they have charged from $500 to $6000 so
further conversations are planned to determine the proper fee for small annexations.
06:26:23 Motion was made by Sullivan, and seconded by Whee/er... Comments were provided by
Huddy and Younger; and questions were asked by Daugs, with responses provided by Ms. Satter...
