Prior to processing of this application a planting plan for the buffer is needed. As this proposal is for the full replacement of the bulkhead it appears to exceed the threshold for exemptions from planting requirements (BMC 20.54). Pursuant to BMC 20.14.730(d)(1) enhanced vegetation is required in the buffer (which is the 35' from OHWM or bulkhead landward). Plantings are to include native shrubs on 3' centers, and trees on 8' centers. Alternately, the applicant can provide a Habitat Management Plan that establishes an alternate planting plan; provided it is demonstrated that the reduced buffer and/or alternate plantings will provide better habitat protections than would be achieved through the standard code requirements. Until the above mentioned items are received the City will place your application on hold. Once all necessary information has been submitted the City will continue processing the permit and route it to the applicable agencies for comment. Pursuant to BMC 20.02.090(c) necessary documentation and supplemental information must be submitted within 90 days. If you should have any questions, please feel free to contact me at (360)473-5279, or email at Nicole.Floyd@ci.bremerton.wa.us. An environmental impact statement (EIS)must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done)and to help the agency decide whether an EIS is reyuired. Instructions for applicants: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information lmown, or give the best description you can. You must answer each question accurately and carefully,to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you rea.11y do not know the answer,or if a question does not apply to your proposal, write"do not la7ow"or"does not apply." Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the governmental agencies can assist you. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. Use of checklist for rronproject proposals: Complete this checklist for nonproject proposals, even though questions may be answered "does not apply." IN ADDITION,complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS(part D). For nonprojectactions, the references in the checklist to the words project," "applicant," and "property or ste should be read as proposal, proposer, and affected geographic area, respectively. A) BACKGROUND 1 Name of proposed project,if applicable: Stitt Replacement Bulkhead 2 Name of applicant:Guy Stitt TO f'sE CQPLF"fED F3Y API'LICA'I' EVALU:1'ION IOR ;GEhC1'USL-ONLI' 3 Address and phone number of applicant and contact person: Applicant: Guy Stitt, 1308 18' St Bremerton, WA 98337 (360) 792-1542 Contact: Sealevel Bullchead Builders, Inc. The purpose of our study was to observe and evaluate the existing shoreline conditions at the site with regard to the proposed seawall replacement project. Observations Site Conalidonsnd Topography The site is located on the westem shore of Port Washington Narrows in Bremerton, Washington. The residential properiy consists of a generally flat upland on the south side where the house and driveway were located and a steeply sloping noRhern beach slope that descended to the shoreline of Port Washington Narrows. The house consisted of a wood-frame structure with a full basement foundatioa and attached garage. The house footings were located approximately 8 feet from the top of the slope at the closest poin The pmperty was surrounded by similaz private properties to the east and west(the neighboring property to the east was undeveloped),the 18 Street right-of-way to the south, and the PortVashington Narmws Tidelands to the north. The slope was on the order of 30 vertical feet high as measured from the toe of the existing seawall and the prominent break in slope adjacent to the house. Slope angles for the upper approximately 25 feet were on the order of 1 H:1 V(horizontal:vertical). The lower 5 feet was protected by the existing, vertical concrete and rock seawall. Below thetoe of the seawall, the ' upper intertidal area sloped on the order of l OH:l V toward the deeper water of Port Washington Narrows. The bullchead consisted of a combination of concrete and rock that spanned the entire 75 feet of the property. We understand the house was constructed in the 1940's. The age of the seawall is unlaiown. The seawall was still providing protection from erosion but was in generally poor condition showing signs of vertical deflection, undermining, and offset cracking. We also noted what appeared to be settlement of the northern porEion of the yard as exhibited by gently sloping upland area corroborated by reports from the owner. The owner reported that gradual settlement occurred over a period of years. The owner reported no damage to the house or other portions of the site, only that the northern approximately 5 horizontal feet of the yazd adjacent to the top of the slope appeared to have settled on the order of 6 to 12 inches. The Guy Stitt November 21,2011 Project No. 11021 settlement was primarily confined to the northwest corner of the apper lot adjacent to the top of slope and a makeshift block retaining wall that separated tlte lower neighboring property to the west from the subject property. Based on our observation of surface and subsurface conditions and previous historical aerial photographs of the area, the shoreline along this reach of Port Washington Narrows appears to have been extensively modified over the last approxunately 50 years. Various erosion control construction methods including rock bulkheads, concrete seawalls, and rock/rubble revetments could be seen north and south of the site. Grading and placement of fill soils along the top of slope was also common when the residential lots were created. The settlement near the top of slope adjacent to the block retaining wall is consistent with uncontrolled fill placed to create a relatively flat lot at the subject site. Existing,Shoreline Conditions The entire shoreline at the site was protected by the existing concrete and rock seawall. The natural intertidal area east of the toe of the slope consisted largely of a gravel and cobble surface that continued to deeper water to the north. We noted a series of manholes located waterward of the ordinary high water(OHVV)mark. Based on our research, the manholes allow access to a public sanitary sewer pipe owned by the City of Bremerton. We could not confirm if this pipe system is still active at the time of our field visit. The seawall was still performing as intended but shows signs of severe deflection, cracking, undermining and erosion landwazd of the wall. In our opinion, the seawall is at high risk of further damage and and/or collapse that could result in breach and ioss of lateral support for the lower slope at the property. Cunent plaas call for the replacement of the entire 75 feet of seawall with a new, irregular- aced, rock bulkhead. The toe of the replacement bulkhead will be constructed at the same location as the footing for the existing wall. The new rock wal will be on the order of 6 feet above the ground surface waterwazd of the face of the bullchead with a proposed embedment depth an the order of 4 feet below existing grade(see attached plans prepared by Sealevel ' Bulkhead Builders,Inc.for proposed construction details). The new rock wall will occupy the same approximate footprint within the upper intertidal area of Port Washington Nanows. The east end of the bulkhead wilt be tapered to join the existing toe of slope and the west edge will join the remains of the failed neighboring seawall. The west edge of the new bulkhead will utilize a short wing-wall or"return"to minimize end scour in the event the neighboring bulkhead faiLs to the point of exposing the intact bluff toe. each and Coasa/Condition The beach consisted of an approximately l OH:l V gravel, cobble, and sand surface waterwazd of the tce of the existing seawall. Based on our observations of bamacles and other indications of periodic inundafion on the face of the existing revetment, mean higher high water(MHIV was located at the face of the existing seawall. The location of the current OHW line could nat be determined due to the presence of fill and the existing wall. The former OHW line is inferred to be located approximately 2 feet landward of the face of the wail based on the natural toe-of-slope conditions on the neighboring property to the east. The most recent data regarding coastal processes published by the Washington State Department of Ecology,(Ecology) i'ashington Coastal Atlas indicated that the property lies Page 2 Guy stitt Pro•ect No. l 1021 November 21,2011 within a littoral drift zone that begins at the Wheaton Way bridge pier to the east and extends approximately 0.6 miles to the west. Puget Sound shorelines can typically be divided into a series of individual drift cetls that contain zones along the shoreline that include erosion azeas, transport corridors, and deposition or accretion azeas. We noted no strong signs of westerly tittoral sediment movement which suggests that based on the north facing location of the site, and strong tidal currents within Port Washington Narrows, littoral drift direction in the area likely fluctuates from winter to summer. [Drinage The owners reported that downspout drains for the house were tight-lined and routed to a buried pipe that descends the slope taward the seawall. We could not confirm the location of the upland pipe system or the condition of the system dwing our field visi We noted no signs of standing water or surface erosion from concentrated stormwater flow on the upland or on the slope. We noted no sigas of groundwater seepage on the slope during our field visits. Although groundwater seepage levels and flow volumes should also be expected to vary with precipitation, irrigation practices, time of year, and upland land uses both on and off-site. Comprehensive drainage analysis, including testing the downspouts during our field visit, was beyond the scope of services for this phase of the project. During construction of the new bulkhead, the inferred outfall pie should be located, inspected and tested to verify proper working condition. The proposed replacement bulkhead design should include a suitable storm water outfall replacement penetration through the bulkhead that the existing downspout drains can be routed toward. The replacement penetration should be placed in such a manner as not to jeopardize the integrity of the bulkhead or cause concentrated aischarge waterward of the face of the new bullchead. Vegefation Vegetation on the upland portion of the site consisted primarily of landscaped shrubs and grass tawn both surmunding the hoase. The back yard to the edge of the slope consisted largely of grass lawn. The slope was covered with scattered maple and small fir trees and a dense understory of berry bushes and ivy. We noted no signs of surface erosion on the slope. C@Olry The relatively flat backyard area directly north of the house transitioned to gently sloping near the top of the slope. The owner reported that the back yard area near the top of sIope hs experienced settlement over a period of years. During our field reconnaissance,we dug a series of hand excavations on the slope and encouatered ioose sihy sand infened to be fill soils neaz the top of slope. We could not determine the depth of fill, but based on other hand excavations in the acea, the thiclmess is inferred to be on the order of 2 to 3 feet. The presence of fill waterward of the house is consistent with typicat historical fill placement during development of this type of water&ont lot The Settlement is an indication of low density and/or poor compaction at the time of placement and suggests the fill was placed with no engineering oversight(monitoring moisture and compaction levels). Below the fill on ttie face of the slope,we encountered what appeared to be natural,in--place weathered sand and gravel. These soils are consistent with exposed soils east of the site on neighboring sites. Soils of this type are typically well drained and when covered with appropriate vegetation have a relatively tow risk of surface erosion or deep seated ladslide Page 3 Guy Stitt November 21,2011 Project No. 11021 activity. We noted the founda.tion of the house was in good condition with no off-set cracking or signs of settlement, also signs that the basement foundation was likely placed on in-place na,twal soils. The natural sand and gravel is interpreted to be Vashon advance outwash sed'unents deposited during the last major glaciation of the Puget lowland approximately 18,000 years ago. As the Vashoa ice sheet advanced to the south, large quantities of silt, sand, and gravel were deposited in&ont of the ice sheet by high-energy pro-glacial streams. These sediments and those stratigraphically lower, were overridden and compressed by the weiht of thousands of feet of glacial ice. In addition to being generally well•drained, these soils exhibit relatively high shear strength and low compressibitity characteristics. Despite these characteristics sand and gravel is highly susceptible to erosion whea exposed to wave action at the beach. The existing seawall has buried the former toe of slope and has essentially stopped toe erosion in the area. The existing seawall protects natural sand and gravel at the toe of the slope which in turn protects the footing area and supports the upper slope, back yard and house fouccdation. The fill in the backyard area consisted of loose, moist, sitty sand with variable amounts of gravel. Because the fill was likelylaced without engineering oversight, the fill is highly suspect in terms of its erosion resistance and strength qualities and will likely continue to settle. Settlement confined to the fill however will likely not adversely unpact the house foundation. Despite its generally poor condition, the seawall is still providing a degree of toe protecfion and has resulted in its intended purpose of stopping toe erosion. A comprehensive"natural" bank retreat analysis could not be performed due to the long-term presence of the existing revetment and the historically placed fill soils. Conclusions Based on the existing seawall deteriorated condition, the seawall is at risk of collapse and is in need of replacement. The seawall protects the in-place natural sand and gravel that is highly susceptible to erosion if exposed to wave action. Loss of tce support at the site could result in landslide activity along the entire height of the slope. Current plans call for replacing the seawall with a rock bulkhead built at the same location as the existing seawall and removal of concrete debris from the area. Replacing the deteriorated seawall will improve drainage and will provide a more predictable erosion control structure(in terms of long-term performance). BtPI'1110/@S Shoreline erosion and stability can be addressed by several methods depending on site conditions, location, and project goals. Generally shoreline erosion control methods can range from t[ie use of planted, supplemental vegetation to control surace erosion, consttvcting"soft" or bio-engineered shoreline protection systems, constructing"hard"surfaced bulkheads or rock revetments,or the application of a hybrid system that employs both hard and soft armoring techniques. Replacing an existing emsion control structure however, limits the available alternatives for the property owner to adequately protect existing improvements on the property and on adjacent properties. Page 4 Guy Stitt November 21,2011 Project No. 11021 Supplemental Yegetation In our opinion, the existing upland vegetation is providing good surFace erosion control and should not be removed. However, removing the seawall and replacing it with vegetation at the beach level will not provide adequate erosion control needed at the site. The placement of supplemental vegetation will not contribute in any way to the protection of the properiy from wave action and has little,to no mitigating effect on wave generated toe erosion. As a result supplemental vegetation is not a viable option as a replacement for pmtection at the site. Rock Bulkhead Rock bulkheads consist of essentially vertical rock walls constructed at or near the ordinary high water line. 3,000 to 5,000 pound mcks are keyed into the beach approximately 4 to 6 feet, stacked to a typical height of approximately 6 to 8 feet above the beach surface and backfilled with free-draining rock ballast. Of the alternatives discussed in this report, rock bulkheads are the most effective method to control toe erosion over the anticipated service life of the structure. The most significant effect of constructing a rock bulkhead where no bullchead or revetrnet existed before is reduced sedimeat input to the beach. This is the result of building a structure that is necessarily designed to stop or significandy slow toe erosion. While the effects of reduced sediment input to the beach can be mitigated, rock bulkheads result in an alteration of the shoreline as compared to natural conditions. Where a properly constructed rock bulkhead replaces an older failing structure.such as the existing revetrnent at the site, erosion control is maintained and potential adverse affects to the upper intertidal area are minimized due the reduced need for ongoing or long-term maintenance. As seawalls age maintenance increases the frequency of barge landings and heavy equipment on the upper intertidal area. A properly constructed rock bulkhead replacement at the site will result in an overall decrease in disturbance of the upper intertidal area that results from heavy construction on the beach and will result in no net loss of upper intertidal azea. Rock Revetments The second most effective erosion control method is the construction of a rock revetmen Rock revetments are similar to mck bulkheads in that they consist of"hazd"armoring of the shoreline by constructing a sloping rock surface at the toe of the beach slope. The benefit of a revetment is a more gradual wave run-ap area at the shoreline that can reduce wave reflection and potential scour in front of the bulkhead. The negative aspects of a revetment are that their larger footprint results in a larger area of the upper intertidal that is buried and depending on their height may not provide protection for the lower slope during storm events or extreme high tides. The lower the angle of the face, the more beach area is covered. To minimize footprint and maximize the erosion control aspect of the revetment they are typically built at steep angles to take advantage of the surcharging affect of the upper rocks similar to the structural characteristics of a vertical rock bulkhead. Absent the surcharge, the rocks at the toe of a revetmetrt are more susceptible to movement and redistribution than a rock bulkhead. A rock revetment in lieu of a mck bulkhead will result in more intense and more frequent maintenance due ta a reduced face angle and would result in an unpredictable emsional environment where the revetment connects to the adjacent structures located to the east and Page 5 Guy Stitt November 21,2011 Project No. 11021 wesrt. Mare maintenance at the project site would require additional barge landings and heavy equipment on the upper intertidal ara. Most importandy, the rvetment would occupy a larger footprint within the upper intertidal area due to the height of the slope in the area and the limited space to construct the revetment. Soft Bank Protection The use of"sof'bulkhead techniques includes the combined use of beach nourishment and restrained lazge woody debris(beach logs)at the site. Beach logs are restrained using cables and an earth retention system such as dead-man anchors or tieback style earth-anchors. The logs are arranged in such a way as to impede wave energy acting on the toe of the slope. Imported beach sediments aze then placed to embed the logs aiding in energy dissipation. The beach nourishment also provides"sacrificial"sediment that is actively recruited by the natural coastal processes acting on the shore. In azeas of diminished littoral transport volume and areas where sed'unent recruitrnent is high,soft-bank protection typically results in a net loss of nourished sediment. As the sediment is eroded over time, additional nourishing sand is placed to maintain the erosion control function of the system. The amount of beach nourishment is initially estimated using average bank retreat rates for the project site but is adjusted based on actua}long•term performance. Soft bank protection is best suited for low wave-energy environments where a broad, relatively flat back-beach azea exists between the MHFiW tine and the OHW line to minimize the angle of the constructed surface and maximize the wave run-up distance. Maximizii►S the wave run- up distance on an artificial beach has the affect of reducing the overall wear to the system, which increases its longevity. Soft-bank structures are also not well suited for sites that are flanked by existing hard surface structures such as the project site(similar failing seawall to the west). A breach of the soft bank system during a storm event would not only jeopazdize upland improvements at the project site but would affect the integrity of both adjacent structures. The performance of a soft bank system is directly related to the intensity, duration and frequency of high-energy storm events. As a dynamic system, they result in the lowest overall visual and littoral impacts to the shoreline environment but provide the least amount of bank protection during storm events and require constant maintenance and construction on the beach. Hvbrid Soft-bank/Revetment Hybrid systems employ elements of both a hard surface"stopgap"component and the dynamic component of a soft-bank system. A rock revetrnent or bullchead is constructed at or above the ordinary high water line and is partially buried and fitrther protected by the addition of anchored beach logs, sand, gravel and cobbles placed as beach nourishment. The sand and logs mimic natural beach conditions on a day-taday basis and the rocks serve as a structural stop-gap measure during Iazge storm events. The benefits of a hybrid system are that they partially mimic natural coastal processes while pmviding a high level of erosion control due to the rock structure. The drawbacks to a hybrid system is that sunilar ta the soft bank system, the dynamic portion of the hybrid system(restrained logs and imported sand)will require lon term maintenance demands that cannot be fully determined until the system has been in place Page 6 ' Guy Stitt November 21,2011 Ptoject No. 11021 for a periad of years. Depending on the location of the hard and soft components of the hybrid, adjacent hazd-surface structures can be placed at higher risk of damage similar to the soft bank alternative. The height of the slope and lack of usable,low-angle upper intertidal area effectively precludes the use of a soft bank/bulkhead hybrid system at the site. - Aitgation Construction of the replacement rock bulkhead will result in a no net loss of upper intertidal beach area once the bulkhead is installed. The irregular face of the bulkhead as compared to the seawall will result in less scour and wave reflection and will rduce the adverse affect of the existing flat-surfaced structure on the beach. Beach noutishment volume estirnating was not performed due to the extensive historical modification of the shoreline and the fact that no natural erosion(that could contribute sed'unent to the beach at the site)is cuirently occurting at the site. Recomrnendations Based on our field observations, the existing concrete seawall is at risk of collapse and is in need of replacement. To reduce the impacts of the existing failing seawall to both the upland improvements and the existing coastal processes at the site,we recommend replacing the existing seawall as proposed. The new rock bulkhead should be placed at or landward of the existing tce of the seawall. The bulkhead should be constructed flush to the adjacent natural toe-of-slope to the east and the existing shoreline protection to the west. Constructed in this manner, the proposed bulkhead wiil result in a net gain of hydraulic and littoral functions at the beach. To reduce the probability of erosion to the fill soils behind the proposed bulkhead,we recommend the following: • Verify that the existing surface water drainage systems including roof nuioff from the house are functioning properiy and can still be routed ta the beach when the new bulkhead is constructed. This pipe should be connected to an appropriate outfall near the beach that will not jeopardize the bulkhead. No concentrated flow should be allowed to discharge onto the slope. Energy dissipaters, rock splash pads and other means may be needed to reduce the likelihood of concentrated seepage at the face of the bullchead. • Place sufficient size rocks landward of the existing revetment toe to create a gravity wall system. The rocks should be piaced in a manner to provide a smooth connection to both the adjacent pmperties to the east and to the west. Monitor the upper inferned fill area for additional settlement or more importantly, changes in the rate of settlement. Mitigating measures to control settletnent of the fill area are possible but do not depend on the existence of the bulkhead. Plns d4eview We have reviewed the proposed plans prepared by Sealevel Bulkhead Builders, titled"Replace concnete seawall with a Rock Bulkhead, for Cruy Stitt, 130818`'St., Bremerton, WA"dated 11/8/11. In our opinion, the plans as proposed are consistent with the geotechnical opinions and recommendations in this letter-report. Page 7 , uy sntt t No. i ioai November 21,201 I Lidnitations This letter-report was prepared based on a Iimited field reconnaissance and no subsurface explorations were performed. A more in-depth characterization of slope conditions and geotechnical aaalysis, including quantitative slope stability analyses for the subject property or the adjacent properties was beyond the scope of work for this study. There are inherent risks associated with construcdon in the shoreline environment. The longevity and effectiveness of shoreline armoring is higlily dependent on the frequency and severity of wavo-generating storm events that aze inherently unpredictable. Other factors that impact the effectiveness of shoreline armoring are the frequency and magaitude of upland landslide activity and erosion, and the skill and care used by the contractor during construction of the bulkhead. The opinions in this letter report are meant to help the property owner manage the natural erosion that is occurring at the site and do not constitute a legal opinion or a wananty, express or unplied.
