SUMMARY: The existing sewer main located on the beach below Washington Street is prone to
failure and requires replacement. Several options for replacing the pipe have been identified. The
preferred alternative would construct a new sewer main on the beach in conjunction with an elevated
access structure that would connect the existing boardwalk with Evergreen Park. The second
alternative would install individual grinder pumps for all the residences and business along
Washington Street which pump to a new sewer main in Washington Street. Surface improvements
are projected to be constructed on Washington Street ahead of the sewer main replacement project.
This contract will evaluate sewer conveyance alternatives to ensure that future replacement of the
beachmain will not require disruption of the Washington Street surface improvements in the event
that the preferred alternative is not implemented. Additionally, this contract will initiate discussions
with regulatory agencies and submit funding applications for expansion of Evergreen Park.

FISCAL IMPACTS (Include Budgeted Amount): The amount ofthe Professional Services
Agreement is not to exceed $75,000, the 2005 budget for this project is $100,000. The Scope of
Wark requires the City to authorize work on a Task by Task Basis. The City will limit expenditures
in 2005 to the amount currently budgeted and authorized.
