SUMMARY: To switch the service agreement from Focal communication to Qwest

FISCAL IMP ACTS (Include Budgeted Amount): No impacts, Qwest has a promotional offer
(deadline August 31)reducing the current cost by $ 1,200.00 per year for overall savings of
$3,600.00 on a 3 year contract.
