The project study area extends from the southern -most park boundary and (potentially) to the boat launch in Smith Cove. This Scope of Work (SOW) describes task to be performed by the Parametrix team complete the project. All work performed and deliverables provided will be in accordance with the Salmon Recovery Funding Board (SRFB) Project Agreement executed between the City and the Washington State Recreation and Conservation Office (RCO). The project development will be undertaken in phases, as follows: Phase 1: Preliminary Design — Preliminary design consists of studies to support selection of a preferred restoration approach and design to an approximate 30% level. A SOW for preliminary design is provided below and a proposed budget is provided in Exhibit B. Phase 2: Final Design — A SOW for final design will be negotiated once funding becomes available. Final design will consist of preparing final engineering plans, specifications, and cost estimates necessary to bid, award, and construct the shoreline restoration improvements. The original project limits described in the RCO grant application consist of approximately 600 feet of shoreline associated with the Former Chevron Property at the southern limits of Evergreen Park. This area will be the primary focus during preliminary design. The City has directed the team to assess expanding the scope of the project to include shoreline within Smith Cove, which is currently armored with rip rap and concrete rubble. The Parametrix team will evaluate this expansion during initial phases of the project, particularly with respect to whether expansion can be accommodated within available project budget. The decision to include the expansion area will be made in consultation with City staff once this evaluation has been made. Portions of the work will be performed by sub -consultants Confluence Environmental Company (Confluence) and Cultural Resource Consultants (CRC). All sub -consultant deliverables will be reviewed by Parametrix prior to submittal to the City. Detailed SOWS and budgets for each sub -consultant are attached. The park has tremendous potential for improving ecological function in ways that also improve the recreational opportunities for park visitors. The primary focus of the project will be the shoreline area described in the Salmon Recovery Funding Board (SRFB) grant that is funding the project. However, in the initial assessment of existing conditions and the development of conceptual plans, the project area will be expanded into other areas of the park where additional shoreline restoration could be conducted. The expanded geographic scope within the park will only proceed. if it is determined during the course of completing the conceptual plans that the scope of work including the expanded project area can be completed within the available budget. It is assumed that the City of Bremerton will handle any communications with the SRFB grant manager regarding the geographic scope of the project. This scope of work and cost estimate is being prepared based on discussion in the proposal submitted to the City of Bremerton on June 17, 2os6 and our meeting with the City of Bremerton Department of Public Works and the Parks Department on July 7, 2os6. We understand that meeting the project outcomes committed to in the SRFB grant proposal are requirements for this work. Following are the list of tasks, including bullets describing the key aspects or assumptions used in drafting the cost estimate. The deliverables are listed at the end of each task description. SCOPE OF WORK Task i — Existing Conditions Assessment The project team will review the existing site information and identify data gaps that need to be filled to advance the restoration design. Confluence will compile existing information on biological resources and physical site conditions relevant to shoreline restoration design. Several of the data and analyses which require updating have already been identified and the studies which Confluence will conduct or assist with as part of this task are listed as sub -tasks below. 146 N Canal St, Suite iii • Seattle, WA 98103 9 www.confenv.com Ms. David Dinkuhn July 13, 2o16 CONFLUENCE ENVIRONMENTAL COMPANY A. Re -calculate design water levels including loo -year return period water level, zoo -year wind speed and wind -wave, and sea level rise prediction B. Identification of locations where additional sediment grain size distribution information is required for sediment mobility analysis C. Beach slopes within park and in nearby reference areas D. Nearshore habitat inventory of park shoreline, including biological resources Deliverables: ■ Draft and final nearshore inventory report including detailed methods and results submitted electronically ■ Draft and final existing conditions report including summary of nearshore inventory results submitted electronically Assumptions: ■ Any required sediment samples and grain size distribution analysis will be conducted as part of geotechnical study (not by Confluence) ■ Confluence will collect beach slope within project site and reference areas using RTK-DGPS at the same time as the nearshore habitat inventory Task 2 — Conceptual Design Development Using the site information assembled in Task 1, Confluence will work with Parametrix to develop up to three restoration alternatives to be evaluated. The alternatives will be presented in hand -drawn sketches overlaying a plan view aerial photo of existing conditions. The following steps and sub -tasks will be conducted under task is A. One Coastal Engineer and One Fisheries Biologist from Confluence will participate in a planning meeting with Parametrix and the City to establish restoration objectives. B. Confluence in conjunction with Parametrix will then develop an initial list of ecological and physical design criteria and identify site constraints that need to be accounted for in the restoration design (e.g., infrastructure to remain in place and/or be protected). C. One Coastal Engineer and One Fisheries Biologist from Confluence will participate in a second meeting with Parametrix and the City to present the initial list of limiting factors and develop conceptual nearshore restoration alternatives using a preliminary plan view drawing to visualize concepts. This will include identifying the location of the path extension from the 9-11 memorial to the viewing platform. D. Confluence and Parametrix will then jointly develop up to three conceptual alternatives for the nearshore restoration design of the site. E. One Coastal Engineer and One Fisheries Biologist from Confluence will participate in a third meeting with Parametrix and the City to review the conceptual alternatives. F. One Coastal Engineer and One Fisheries Biologist from Confluence will then prepare for and participate in one meeting with stakeholders to discuss the existing information gathered in Task:L and the conceptual designs. www. confenv. com page 2 of 6 Ms. David Dinkuhn July 13, 2o26 - CONFLUENCE ENVIRONMENTAL COMPANY G. After the meeting with the City and stakeholders, the conceptual design alternatives will be revised as needed. Deliverables: Confluence will contribute to the development of a Conceptual Design memorandum that introduces and presents up to three conceptual designs. The Conceptual Design memorandum will meet SRFB requirements described in Manual i8, Appendix D -i. A draft of the Conceptual Design memorandum will be submitted to the City for review. Comments from the City will be incorporated into a second draft of the memorandum that will be used for discussion with stakeholders in Task 3. A final version of the Conceptual Design memorandum will be prepared following the stakeholder meeting. The memorandum will include the following elements: ■ List of restoration project objectives ■ Description of each conceptual design alternative, including a plan view figure showing the conceptual design overlaid on a scaled base -map of existing conditions. Assumptions: ■ Two Confluence staff will attend up to four meetings in Bremerton ■ All engineering drawings (CAD) will be done by Parametrix ■ Parametrix will be the engineer of record for the project ■ The City or Parametrix will lead the logistical planning for the stakeholder meeting, including identifying participants, setting the schedule, and providing the meeting facility. TASK 3 — Feasibility Analysis and Report A feasibility analysis will be completed to evaluate the conceptual alternatives. This analysis and report will document the process for development of the conceptual design alternatives, and evaluate the alternatives based on a set of criteria developed based on the project's goals and objectives. The feasibility report will culminate in the selection of a preferred alternative that will be advanced to preliminary design. A. Confluence will develop and apply evaluation criteria which -will include ecological benefits, long terms site sustainability from a coastal processes perspective, and sea level rise resilience of each conceptual alternative. B. The City, Parametrix, and Confluence will call/meet to discuss the selection of a preferred alternative and any recommended refinements to the conceptual design that are to be incorporated during the preliminary design work. C. Confluence will work with Parametrix to prepare materials to present the results of Task s through 3 to the public. D. One Coastal Engineer and One Fisheries Biologist from Confluence will attend one public meeting to discuss preferred alternative. Public input will be sought on the preferred alternative and elements to include in the preliminary design. www.confenv.com page 3of6 Ms. David Dinkuhn July 13, 2o16 CONFLUENCE ENVIRONMENTAL COMPANY Deliverables: Confluence will electronically submit draft and final report text on ecology and coastal engineering sections to assist in the preparation of a report that meets SRFB requirements described in Manual 18, Appendix D-1 which include: ■ Description. of the project site and the problems within the context of salmon recovery. ■ Identification of specific goals and objectives for addressing the problems. ■ Evaluation and discussion of stakeholder comments and the pros and cons of each alternative. ■ Selection of the preferred alternative. ■ Rough construction cost estimate of the preferred alternative(s). Assumptions: ■ Parametrix will be responsible for the compilation and delivery to the City of Bremerton of the draft and final feasibility reports ■ Parametrix will be responsible for preparing a rough order cost estimate for construction of each of the alternatives to evaluate the implementation feasibility of the alternatives ■ Any evaluation criteria other than those identified above, e.g., recreational benefits, will be prepared by Parametrix ■ Two Confluence staff will attend one meeting in Bremerton ■ The City will lead the logistical planning for the public meeting, including setting the schedule, notifying the public, and providing the meeting facility ■ Confluence will provide review of meeting notes to be prepared by Parametrix to document the public meeting comments and input. Task 4 — Preliminary Design The preliminary project design process refines the conceptual design drawings and final feasibility report into a stand-alone and comprehensive set that effectively conveys the project in a manner sufficient to submit permits, but does not include construction level of detail. A preliminary cost estimate will also be developed that will include costs for construction, including tax and contingencies, as well as costs for final design. In this way, the cost estimate will provide the City with a realistic estimate of the funding necessary to complete the project. Confluence will provide the following work for task 6: Ecological input to preparation of preliminary design Coastal processes and geomorphology input to preparation of preliminary design Deliverables: Confluence will electronically submit draft and final report text on ecology and coastal engineering sections to assist in the preparation of a basis.of design report that meets SRFB requirements described in Manual 18, Appendix D -z. www.confenv.com page 4of6 e Ms. David Dinkuhn July 13, 2o16 CONFLUENCE INVIRONMENTAE COMPANY Assumptions: ■ Parametrix will be responsible for the compilation and delivery to the City of Bremerton of the draft and final basis of design reports ■ All engineering drawings (CAD) will be done by Parametrix ■ Parametrix will be the engineer of record for the project ■ Parametrix will be responsible for preparing the preliminary cost estimate for construction of the preferred alternative Task 5 — Grant Funding Support Confluence will support the City's efforts to prepare materials for SRFB grant for final design and construction of the project. ■ Confluence will participate in the SRFB site visit ■ Confluence will assist in drafting SRFB application and cost estimate.
