Dear Joan:
The undersigned Geo-technical Engineer made a preliminary walk-over
reconnaissance of the subject property on, August 21st.
The subject lot is gently sloping upward from the Cul-de-sac to the
rear property line. The ground cover is grass and small trees. Drainage
down to the street on the Cul-de-sac is excellent.
The soil is a glacial till and the stratas were exposed in an open pit
near the center of the lot. The till is a compact composite of sand and
silt with gravel inclusions and should provide excellent foundation material
for the proposed house.
A cut into the slope for a basement type garage should be designed for
a retaining wall or as a reinforced concrete basement wall.

A review of the slope ,stability history of this neighborhood revealed
no recent land slides in the nearby vicinity of the property. Photographs
of the surrounding property and the lot wete taken for our file and record.
In my professional opinion, the lot is geo-technically stable, well-
drained and underlain with good residential foundation type soil.

2. Traffic Control shall be per Washington State M.U.T.C.D. and City of Bremerton
Standards. Notify CENCOM (616-5800), Kitsap Transit, Paratransit, Bremerton
School District (during school year), and Kitsap Disposal of work schedule prior to
start of work, if blocking driving lanes. Sidewalk closed signs shall be used at each
end of the work area during construction.
3. The street shall be cleaned each evening. Catch basins and ditches shall be protected
from dirt and debris per City of Bremerton Standards. No dirt or debris shall be left
on a sidewalk. No dirt shall be left on grass or landscaping for such a length of time
that it will result in damaged or dead plants.

Permitted Land Use
Service is requested for a single-family residence. Availability of utility services is subject to
conformance to the City Comprehensive Land Plan and zoning ordinance. Please contact the
Department of Community Development at 478-5275 for specific land use information. The
proposed project is located in the NW quarter of Section 12, Township 24 N., Range 1 E.,

main located along the south side of the road. The water system pressure is estimated to be 89
pounds per square inch.
Bremerton Municipal Code (BMC 15.02.070) reads: "In the event local conditions result in high
pressure (exceeding 80 psi), a pressure reducing valve [a.k.a. pressure regulator] may be required
and installed at the expense of the owner. The pressure reducing valve shall remain the property of
the property owner who will be solely responsible for its maintenance and operation. (Ord. 4309 92

Wastewater Service
Wastewater (sewer) service is available in the Ash Place right-of-way and consist of an 8-inch
concrete pipe. This wastewater system is located in the Cherry Ave Basin. Also a 8-inch concrete
sewer pipe is located in an easement located by the northeast boundary ofthis property.
Storm Management
The City of Bremerton Stormwater Management Program is dedicated to modifying the flow rate to
prevent flooding, and improving the quality of stormwater that flows into Puget Sound. City
Ordimmce requires adherence to the Stormwater Management Manual for the Puget Sound Basin.
Temporary erosion and sediment control Best Management Practices (BMPs) shall be enacted on
all building sites.
Land Use and Development Standards Compliance
Availability of utility services shall be subject to compliance with the following: City of Bremerton
Comprehensive Land Use Plan; and the City's development, city street, and subdivision standards.
Water and Sewer Hook-up
Development of the proposed project and connection to the Utility System shall be completed in
accordance with the Department of Utilities Development and Construction Standards,
APW AJDOT Specifications, A WW A Standards, and Title 15 ofthe Bremerton Municipal Code.
Payment of Assessments and Fees
Payment of applicable assessments and connection fees will be required pursuant to Title 15 and the
formalization of a Utility Service Agreement will be required prior to construction.
Utility services for the conditions stated herein shall be limited to 180 days from date of approval
unless a Utility Service Agreement with the City is executed prior to that time.

1. Call for underground locates: 800-424-5555
2. Traffic Control shall be per Washington State M.D.T.C.D. and City of Bremerton
Standards. Notify CENCOM (616-5800), Kitsap Transit, Paratransit, Bremerton
School District (during school year), and Kitsap Disposal of work schedule prior to
start of work, if blocking driving lanes. Sidewalk closed signs shall be used at each
end of the work area during construction.
3. The street shall be cleaned each evening. Catch basins and ditches shall be protected
from dirt and debris per City of Bremerton Standards. No dirt or debris shall be left
on a sidewalk. No dirt shall be left on grass or landscaping for such a length of time
that it will result in damaged or dead plants.
4. The Contractor shall notify the adjacent property owners and the City of Bremerton
Engineering Department three (3) working davs prior to start of Work and the
start of Paving.
5. This Permit and a copv of the Approved Plans shall be kept on the work site
during construction.

7. Any landscaping, pavement, sidewalk, sign, mail box, or retaining wall disturbed

distance of 5 feet away from other City owned underground utilities. Buried conduit
and cable shall have a minimum of 2 feet of cover over the top of pipe. In paved
areas that 2 feet minimum is measured from the bottom of pavement to the top of
pIpe.
