Council Finance and Investment Committee Meeting Minutes
Finance Committee Members In attendance: Richard Huddy (Chair), Pat Sullivan (Vice-chair)
and Jerry McDonald. Cathy Johnson, Director of Financial Services, Mike Riley, Asst. Director of
Financial Services and Caroline Tompson, Budget Analyst.
Topics Discussed:
• Minutes of June 28, 2016 meeting — Minutes were approved as presented.
• 2016 Water Sewer Revenue Bonds
Dave Trageser of D.A. Davidson serving as Underwriter for the issuance of 2016 Water
Sewer Bonds provided information regarding the schedule and process leading to the
issuance of bonds to fund the utility capital improvement program. He updated the
committee on the parameters included in the bond ordinance that is being prepared by the
City's bond counsel and is scheduled for Council discussion at the August 10 study
session. He indicated that interest rates are subject to change but today's rates would
indicate an interest rate of around 2.5% on the 20 year proposed bonds. Mr. Huddy
asked for a summary of the bonds issued in 2007 and 2014 for comparison with the 2016
bond proposal
• Status of Grant/Loan Applications
Tom Knuckey and Chal Martin provided updates on grant and loan applications. Mr.
Martin discussed the rational for choosing the projects to request for grant funding.
• Lease Agreement—Olympus Drive
Mr. Martin provided a draft lease agreement with Kitsap Mental Health for the lease of the
Utility owned building on Olympus Drive. He explained his thought process on the
exchange of building upgrades for required compensation. The committee members
expressed concern about what appears to be an essentially 25-year rent-free lease
agreement during the term of which the City would be responsible for the capital expense
of roof replacement and parking lot re-surfacing that are likely to be needed.
Mr. Martin acknowledged that the committee's concern on compensation and the length of
the lease term was shared by others and would become a policy discussion as the
agreement moves forward to the full Council for review.
• Transportation Funding
Cathy Johnson shared a worksheet that contained potential new transportation funding
options that are available to the City and the revenue potential of each. The list contained
car tab fee increments that do not require voter approval as well as sales and property tax
voted options and the limits of each. There was discussion on Tacoma's recent ballot
I issues for transportation funding and a comparison of Tacoma's funding to Bremerton.
• Investment Re ort— Nothin to re ort.

• Other emerging items
Mr. Huddy asked about the availability of contract expiration dates. Ms. Johnson
explained that the City Clerk has begun providing departments a list of contracts
scheduled for expiration during the subsequent six months and that this information is also
available for departments to obtain on their own. Ms. Sullivan asked if the City Auditor
had access to this information as well and she was assured that the Clerk had provided
the same information to her.
Mr. Huddy indicated that he had read the GFOA pamphlet on common reader mistakes
associated with Financial Statements but had not yet had a chance to review the City's
2015 Financial Report. It was decided that time would be set aside at the next meeting to
address any questions from the committee on the information provided.
