SUMMARY: The Crisis Intervention Program will cover the cost of instructors, and personnel costs
of law enforcement officers, to allow commissioned officers to receive intensive training to
effectively respond to citizens experiencing a behavioral or mental health crisis. Patrol officers
already are trained in the basic understanding of the proper safety skills while incorporating de-
escalation techniques to more effectively approach a crisis situation. The contract also provides for
the addition of twelve tablets/phones to be used by the Crisis Intervention Officers in the field to talk
directly with mental health professionals.

FISCAL IMPACTS (Include Budgeted Amount): There will be no fiscal impact to the Police
Department's budget; expenditure for training and for the purchase of the tablets will be from the
awarded funds to facilitate the county-wide program.

RECOMMENDED MOTION:
Move to approve the Contract with Kitsap County Human Services Department to Provide Crisis
i Intervention/Triage Training to Commissioned Law Enforcement Officers and for the Purchase of
Tablets; and authorize the Mayor to finalize and execute the contract with substantially the same
terms and conditions as presented.
