Parking in the downtown core
Step1 - Offer one REE parkina pass to all business owners and commercial
proertr ovvners (who rent space to businesses) each rronth. To obtain the pass,
the business owner and/or commercial property owner has to go to Tax and
Licensing in the Norm Dicks building for the pass. At this time, the license (must
be current) and tax status (filed and no taxes due) is reviewed prior to issuing the
free parking pass. Delinquent in any of these areas and there is no pass issued.
Step 2 - Offer basiness owners the opportunitv to purchase parkinq passes at $40
a piece or TI°IREE for $100. Again the passes are purchased at the Norm Dicks
building - none of this Downtown Association or Sandy does the passes - the City
takes care of this.
Step 3 - SHUTDOmVN PARI(ING EVERY DAl( FROIVI 5 AIVI TO 8 ANl. Allow NO
PARKING from 5 am to 8 am everyday on city streets in the downtown core. This
eliminates any shipyard / ship's force (sailors) or business employees or owners
to park on the streets. 1 know you think 1 have gone mad but this will work. Okay
I time for a sea story. When 1 was in the Navy 1 qualified the senior enlisted
watchstation (Engineering Watch Supervisor (EWS)) two years after graduating
from Nuclear Power School. 1 did this as a E5 (EM2(SS)). After a grueling
qualification board with the Commanding O#icer (CO), Engineer, and Bull Nuke,
the CO took me aside and told me he was going to qualify me as a EWS. He was
concerned about my lack of experience (due to having only 2 operational years
with the nuclear power plant) but he was convinced my inexperience would never
cause me to compromise the integrity and safety of the nuclear power plant..
Prior to letting me go get some sleep, he gave rre the following advice. Fessner,
he said, whenever something is not working correctly, shut it down and start it
back up. Two hours later 1 was standing my first EWS watch as a second class
petty o#icer. 1 relieved my E Division Leading Petty Officer, Chief Bland, and took
the watch. During the turnover, Chief Bland told me the purifiers were running
but could not get suction. 1 thought to myself oh great the purifiers in engine
room lower level, nachinery division equipment - just wonderful. But then 1
remembered what the CO had told me and 1 requested permission from
maneuvering to shutdown the purifiers and restart them. We did this and guess
what - the puriers all of a sudden could get suction. This was the start of many
shut it down and restart it in rry life in the Navy and any other jobs 1 have had.
Parking falls into the same category - we need to start with a clean slate every
morning.
Step 4 - Paricinq violations durinp the "No Parkinq from 5 am to 8 am" has fines of
$100 er ticicet. Hey guys we are serious about this. Have the BPD assist in
enforcing this as well as the current contractor. A{so use the Citizens on Patrol
services if available. This is a all hands evolution to solve the problem. We
want to shutdown the parking on streets in preparation of a new day. Due to the
amount of traffic going into the Nav's Parking Garage, it would probably be 6est
for the BPD to provide the officers on bikes and / or walking. The parking
violation tickets can then go in a special database where profiling or analyst can
be done of what people are violatng the law (shipyard workers / ship's force /
business owne's and their employees etc.). Of course, with the fines being so
high most people will only do this once and then the word will quickly get out not
to park in the downtown core between 5 am and 8 am.
Step 5 - Remove aoll the Load / Unload Parkinp / 15 rnBnute Parkin / 30 Illlenute
Parking etc. Parking in the downtown core shall be either for 2 hours or 3 hours
depending on what is eventually decided. If people have to unload / load, do like
UPS and FedEx, just stop in the street and take care of your deliveries - cars just
drive around the stopped UPS and FedEx trucks. This also occurs with food and
liquor deliveries to restaurants. Free up all parking. On 5' Street alone, we have
6 spots with 30 rrinute parking between Pacic and Park Avenue (total parking
on the street of 49 vehicles so 6 divided by 49 is 12.24% of all parking is for 30
minutes!!). Take on the roll all parking is the same amount of time including
handicap parking.
Step 6 - UVhatever times parkinq is enforced, EIFORCE TFIE P/4RKINt9. For
exarrple, if parking is enforced between 8 am and 7 pm then enforce it. If you
have two hour parking limits then between 4:30 and 5 pm get a snap shot of the
cars on the street - if they are still there at between 6:30 and 7 pm, ticket them
because their two hours are up. Enforce what is on the signs and don't make this
"if 1 get caught" scenario. Enforce the parking so others can park in the
downtown core and shop, eat at the restaurants, get massages or haircuts etc.
This is not an insurmountable issue. Foc example all parking west of Park Avenue
is already long term paid parking. So the area in question is really from
Washington Avenue / Pacific Avenue / Park Avenue (North to South Streets) and
2nd Burwell / 4' / 5' / 6'.(West to East Streets).
The Mayor, in her innite wisdom, already circumvented the current parking
study by implementing 2 hour parking on 4"' Street. In my humble, but correct
observation, ali this did was move the people desiring 3 hour parking to 5"' and 6'
Streets. Thanks Mayor for making parking on 5"' and 6' Streets not available
anymore.
3o now 1 am asking you, the City Council and the Department Heads for the City
of Bremerton to add important data to the parking study. Let's try the above
remedies and include them in the parking study.
Just take a small portion of the downtown core which would include 5t'' and 6"'
Street with Pacific Avenue and Park Avenue and implement the above steps as a
prototype / input for the parking study.
This is the solution, in my opinion, and it didn't cost the tax payer $100,000.00. In
all fairness to the money being spent on the parking study, 1 realize it is gathering
other data as well.
This proposed solution only applies to the downtown core as 1 am not familiar
with the residential parking issues, Manette or the Callow Ave district.
1 guess 1 prefer to deal with problems and develop solutions that work and can be
implemented quickly as a "rapid prototype".
Try it and you will see the reai solution to the downtown core parking issue.
Regards,
Terry Fessner

Phone: (360) 473-5428
SUMMARY: The Parks and Recreation Department assumed operation and maintenance of the four
downtown fountains in 2010. From their initial opening, the Harborside Fountains were used by park
visitors as a splash park. This use presented particular safety concerns relative to water quality as
the fountain's existing filtration and disinfection system was not designed for this type of use and was
unable to meet State Health Department standards for water recreation contact and required re-
engineering. HV Engineering, Inc. was contracted to provide design and construction documents
which were forwarded to the State Health Department for plan review and permitting. City staff has
worked closely with State and Kitsap County Health officials to receive approval for the proposed
upgrades. Orca Pacific, Inc. has extensive experience in fountain, water system and swimming pool
renovation and construction and is on the MRSC Small Works Roster.

MECHANICAL BASIS OF DESIGN
1.0 DESIGN CRITERIA
1. WAC 246-260
2.0 MECHANICAL SYSTEMS-GENERAL
a. A minimum of three feet of clearance will be provided around all new mechanical
equipment wherever possible. As a bare minimum, clearance will be provided on one
side of each air handling unit and fan coil unit for maintenance access and coil removal.
In this case, all access doors into the units will be specified on one side.
b. Noise, vibration and seismic control will be provided for the appropriate Mechanical
Systems. Sound attenuation requirements will be as recommended by the Acoustical
Consultant should the owner choose to employee one. These recommendations should
be made early in the design process in order to allow for their incorporation into the
project.
c. Identification of ductwork, piping, valves and equipment shall be provided.
2.0 MECHANICAL SYSTEMS-SPECIFIC
a. WAC 246-260-071 has specifically been identified as the design criteria for this fountain.
It is being class'rfied as a"Wading Pool". The pool volume is defined by the water
contained within pools around each submarine"sail".
b. The volume of water defines a minimum filter pump and filter size corresponding with a
flow rate of 132gpm as stated on the drawings.
c. The selected filter and pump will produce approximately 180gpm flow when the filter is
clean. As the filter loads up,the flow will reduce. It is the owners responsibility to
backwash the system before the flow rate drops below the code minimum. The spec'rfied
filtration system requires manual operation of a"Multiport"valve.
d. Additional filtration features have been provided in anticipation of extending the run time
for the filter between backwashes. These include a pair of large(6 gallon capacity)
basket strainers and a pre-filter.
e. Sanitation is anticipated to be liquid chlorine with acid PH stabilization. The selection of
the final system/controller along with the development of a ventilated chemical room is
being handled separately between Parks and a local vendor.
f. The fountain controls are being replaced under a separate contract between Parlcs and a
local vendor. The makeup water solenoid valve spec'rfied herein along with any desired
automation in the filter pump system will need to be handled by this vendor and/or
conveyed to HVE so that interface can be identified within the provided design.
