PURPOSE To establish a procedure fovaluating and prioritizing speed humps for
residential city streets.
./ \,.
Speed humps are a traffic calming method,.toimprove safety for all roadway
users; reduce cut-through' traffic on neighborliood streets, and encourage
vehicular traffic to•dive more slowly without•.., significantly impacting
convenience, mobility, andtravel timefor drivers. 7hedisadvantages to speed
humps are slowed response, time for emergency vehicles, possible diversion of
traffic to parallel.residential streets,,and possible increased"noise and pollution
for residents direcfly adjacent to'thei\allation.
•
..,\ ....,
POLICY All streets to`be'..evaluated`w\ have.pefic limits identified to define a
segment of street, 'These limits will;be logica.l features that separate portions
of ast;eet, such as.,adjacent cr"oss.streets, major driveway entrances, changes
in land`use, or histo'ricbouridaries. The'process to evaluate street segments
fpossiblespeed hump installation can be initiated in two ways:

 INITIATION \\\ "l
\\ •
\ A. A petition signed by 70% of the residents abutting the street
segment for which the request is being made. The petition will be
\ submitted to the Public Works and Utilities Department,
\ ' Engineering Division.
 B. A request by the City's Public Works Committee.

The,City Engineer will perform an initial review of the request to evaluate
whether the street segment meets the minimum requirements outlined
below.
MINIMUM REQUIREMENTS FOR SPEED HUMP INSTALLATION
To be considered for speed humps, the street must meet the following
minimum requirements:

Council Finance and Investment Committee Meeting Minutes
Finance Committee Members in attendance: Richard Huddy (Chair), Pat Sullivan (Vice-chair) and
Jerry McDonald. Cathy Johnson, Director of Financial Services and Mike Riley, Asst. Director of
Financial Services.
Topics Discussed:
• Minutes of May 17, 2016 meeting
Minutes were approved as presented
• Main Firewall Upgrade
Contract with Trebron is being presented to the City Council for approval. Contract is for
an upgrade to our main firewall (threat management). Cost for the three year contract is
approximately $11,000 more than the prior three year contract. Annual increases can be
absorbed within the IT budget. Discussion followed as to the cost associated with other
products and Kevin Matthew, IT Manager, explained that the City standard has been the
Sophos product and it is recognized as the industry leader for entities our size. Any
change to a new product would create additional staff work to install software on 320 work
stations which would significantly offset any cost savings.
• Status of Grant Applications
Chal Martin reviewed the status of existing transportation grants and those that have been
applied for or applications are yet to be submitted.
• 2015 Comprehensive Annual Financial Report
, Cathy Johnson and Mike Riley shared the news that the City's 2015 Annual Report was
filed with the WA State Auditor's Office on May 29, the filing deadline. A copy of the basic
financial statements was provided to the committee and was briefly reviewed. Additionally
the committee members were provided a copy of the GASB publication on the top 25
mistakes made by financial statement readers. It was decided that the members would
digest the information provided before the next meeting and any questions would be
addressed at the meeting.
• Investment Report
Mike Riley shared information regarding the most recent investment trade on June 15.
Interest yield on the new investment of 1.25% replaced another agency investment that
returned .75%. He also noted that the timing couldn't have worked out better as returns
declined significantly following the BREXIT vote.
