Vacating the northerly 850 feet of Russell Department: PW&U, Engineering

SUMMARY: The City received a petition from Bremerton Housing Authority to vacate the
northerly 850 feet of Russell Road to Oyster Bay Avenue for development of an assisted senior
housing complex in Westpark. The road will be relocated south of its current position. Bremerton
Housing Authority is dedicating like-kind right-of-way in the anticipated redevelopment of West park.
Therefore, no compensation is required for this right-of-way vacation. The City Council is being
requested to establish a hearing date of September 21, 2005, to consider the proposed vacation.

FISCAL IMPACTS (Include Budgeted Amount): There is no immediate budget impact. The City
will receive like-in-kind property or payment as compensation.
